Request for Proposal (RFP) for Website Redesign Services
Introduction
Centre for Human Rights and Policy Studies (CHRIPS) is leading international African research Centre based in Kenya. We conduct high-quality policy-relevant research on human rights, security, terrorism, counter-terrorism, violence, crime, and policing. We seek to redesign our website (www.chrips.or.ke) to enhance the accessibility and visibility of our research outputs, improve user engagement, and effectively communicate our mission and values.
CHRIPS invites qualified vendors to submit proposals for the redesign of our website. We aim to establish a user-friendly, responsive, and visually appealing website that supports our communication goals. This includes improving the accessibility and visibility of research outputs uploaded to the CHRIPS website. The website should also have integrated advanced search capabilities for easy access to research documents. The vendor should establish efficient links between the CHRIPS website and
the CVE Hub (www.cve-kenya.org)
Terms of Reference (ToR)
1. User Experience (UX) and User Interface (UI) Design
User-Centered Design – Conduct user research to understand the needs and behaviours of the CHRIPS audience, including policymakers, researchers, academics, and the general public. Wireframes and Prototypes – Develop wireframes and prototypes to visualise the layout and functionality of the new website, focusing on ease of navigation, intuitive UI, and accessibility.
2. Content Strategy
Content Audit – Review existing content to identify what should be retained, updated, or removed.
Content Management System (CMS) – Choose a robust CMS that allows for easy content updates, supports multimedia integration, and is scalable for future needs
SEO Optimization – Ensure all content is optimized for search engines to improve visibility and ranking.
3. Technical Requirements
Responsive Design – Ensure the website is fully responsive and provides a seamless experience across all devices (desktops, tablets, smartphones).
Performance Optimization – Optimize the website for speed and performance to reduce load times and improve user experience. Key metrics to address include:
– Largest Contentful Paint (LCP): Reduce to under 2.5 seconds.
– First Contentful Paint (FCP) and Time to First Byte (TTFB): Improve server response times and eliminate unnecessary redirects.
– Cumulative Layout Shift (CLS): Ensure layout stability by setting explicit width and height on image elements and avoiding large layout shifts.
Security – Implement strong security measures to protect against cyber threats and ensure data privacy, including effective CSP against XSS attacks.
Integration – Integrate with other tools and platforms, such as CRM systems, email marketing tools, social media, and analytics software.
4. Accessibility and Compliance
Accessibility Standards – Design the website to be accessible to all users, including those with disabilities, by adhering to WCAG (Web Content Accessibility Guidelines) standards.
Legal Compliance – Ensure compliance with relevant legal requirements, such as GDPR for data protection.
5. Search and Navigation
Advanced Search – Implement an advanced search functionality to allow users to easily find research outputs, publications, and other resources.
Intuitive Navigation – Design an intuitive navigation structure that categorizes content logically and allows users to find information quickly
6. Analytics and Reporting
Tracking and Analysis – Integrate analytics tools to track user behavior, website performance, and engagement metrics
Reporting – Set up regular reporting to monitor key performance indicators (KPIs) and inform ongoing improvements.
7. Testing and Quality Assurance
User Testing – Conduct thorough user testing to identify usability issues and gather feedback for improvements.
Bug Fixing – Perform rigorous testing to identify and fix any bugs or issues before the launch.
Proposal Requirements
1. Core Competencies and Areas of Expertise
– Provide a brief overview of your company’s core competencies.
– Detail your areas of expertise, particularly in website design and development for research organizations or think tanks.
2. Examples of Previous Work
– Share examples of previous website redesigns relevant to research communication.
– Include links to an online portfolio or attachments showcasing your best work.
3. Technical Requirements
– Specify the content management system (CMS) you recommend and why.
– Detail how you will ensure the website is fully responsive, secure, and optimized for performance.
4. Accessibility and Compliance
– Explain how you will ensure the website adheres to WCAG (Web Content Accessibility Guidelines) standards.
– Confirm your ability to comply with relevant legal requirements, such as GDPR.
5. Pricing Structure
– Provide a detailed cost breakdown for the website redesign services.
– Specify any additional costs or fees (e.g., maintenance, updates, revisions).
6. Timeline
– Propose a timeline for the project from start to completion, including key milestones.
Skills and experience
Vendor should demonstrate and provide examples of previous experience in the performance of
similar services as follows:
– Be a reputable firm with at least 7 years of prior experience designing visually appealing and navigation friendly websites
– Familiarity and relevant experience in using different Content Management Systems (CMS)
– Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programmes including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java;
– Have excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking;
– Demonstrate the ability to create innovative and visually appealing design;
