Established in 2018, SEMA is a not-for-profit enterprise called Stichting SEMA based in Uganda. SEMA empowers citizens to provide real-time feedback on their experiences with public services.
Job Summary
A Technology Manager at SEMA would be responsible for overseeing the technological infrastructure and systems that underpin SEMA’s mission of improving public service delivery through citizen feedback. This role is vital for ensuring the efficient collection, analysis, and dissemination of data, and for driving technological innovation to support SEMA’s objectives.
Key Responsibilities:
Technology Development & IT Infrastructure:
- Oversee the management and maintenance of SEMA’s IT infrastructure, including hardware, software, and networks.
- Ensure the security and reliability of IT systems.
- Implement disaster recovery and continuity plans.
- Oversee SEMA feedback device production, assembling and deployment following efficiency and innovativeness.
- Develop and implement technology solutions to support data collection, analysis, and visualization.
- Research and adopt new technologies to improve operational efficiency and program effectiveness.
- Collaborate with the research and data teams to develop and refine data-driven tools and applications.
- Ensure data security, privacy, and integrity across all networks.
Team Management:
- Lead, mentor, and manage the technology team, fostering a culture of innovation and continuous learning.
- Provide technical guidance and support to staff across the organization.
Project Management:
- Manage IT-related projects from conception to completion, ensuring timely delivery and adherence to budget constraints.
- Collaborate with other departments to align technology initiatives with SEMA’s organizational goals and mission.
Qualifications and Skills:
- Bachelor’s degree in Information Technology, Computer Science, or a related field. Master’s degree preferred.
- 5 years ofProven experience in IT management, including infrastructure management, software development, and data management.
- Strong technical expertise in areas such as network administration, database management, software development, and cybersecurity.
- Project management skills to oversee IT-related projects from inception to completion.
- Understanding of data management and analysis to support the organization’s research focus.
- Excellent communication and interpersonal skills to interact with both technical and non-technical staff.
- Problem-solving and analytical skills to address technical challenges and find innovative solutions.
Working conditions
The Technology Manager at SEMA will primarily work in an office environment, overseeing IT infrastructure and managing the technology team. However, the role may require occasional travel to visit remote offices or attend industry conferences. This is a full-time job (40 hours/week), with occasional weekend activities (conferences, meetings.)

We offer a full-time contract for 12 months which may be renewed upon successful completion of targets. The probation period is 3 months. PAYE, NSSF and health insurance are covered, as well as 21 holidays and an annual training budget.
Remuneration is a combination of base salary and increments based on acquisition achievements. Please note we are a small, local social enterprise, and we offer salaries according to Ugandan local organization standards – we do not offer an international organization (UN) scale salary. We are looking for someone who is (willing to be) based in Kampala, Uganda.
