HJFMRI is seeking a Strategic Information (SI) Coordinator to be based in Nairobi, Kenya.

The incumbent is responsible for the coordination of all the strategic information portfolio of the KDF PEPFAR program. This entails monitoring and evaluation (M&E), health information systems (HIS) and data analytics activities. The program is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Military HIV Research Program (MHRP) at the Walter Reed Army Institute of Research (WRAIR). It involves working with partners, facilities, and the program staff in the implementation of SI activities. The incumbent ensures that all PEPFAR, MHRP-IHPT and program-specific monitoring and reporting requirements are adhered to. S/he will work closely with the facilities to ensure that accurate and timely data is collected and entered in the EMR, K/DHIS2, and carry out data entry into IMPACT, DC2 and DATIM systems. The incumbent works closely with partners, facilities, and program staff to provide technical assistance and guidance for quality data collection, collation, reporting, analysis and triangulation to inform program in key decision-making. The incumbent will also undertake data management and analysis activities, and coordinate activities related to IT support and health information systems across the KDF facilities. The incumbent should adhere to the laid down KDF guidelines on data security and computer use. S/he will work closely with the HJFMRI Senior SI Advisor to implement Country Operation Plan (COP) requirements in KDF, and comply with PEPFAR, MHRP-IHPT and Program-specific SI requirements.

Responsibilities

Program SI Portfolio coordination

    • This is the program’s SI point of contact and coordinates the implementation of SI activities in all the supported facilities.
    • Responsible for the development and implementation of the program’s SI work plan.
    • Ensures that required metrics are in place to track performance of the program.
    • Will collaborate closely with other technical program staff and key SI points of contact (PoCs) across supported health facilities to monitor and advance key SI priorities.

Health Information Systems

    • Provide technical support to facility staff and resolve EMRs and mobile application challenges in order to strengthen EMR utilization and migration to point of care.
    • Supports the facility staff in the use of mobile applications in the facilities supported for patient case management. This entails working closely with the program managers on increasing the uptake of the different program EMR modules and monitoring progress.
    • Engages with stakeholders from National HIS partners, MOH, and KDF on EMR and mobile applications to ensure adequate support for HIS.
    • Strengthen the implementation of health information systems and provide support to program and facility users by troubleshooting ICT related problems, diagnosis and taking appropriate actions.
    • Works with the National HIS partner to provide end user and systems support, troubleshooting and fixing system and data issues as well as facilitating data demand and information use.

Capacity building

    • Provide support to partners, program and facility staff in interpreting MER, program, and MOH indicators in data collection.
    • Train and build capacity of the facility staff through on-job training and mentorship, transferring skills on data collection tools from PEPFAR, MHRP-IHPT, MOH, etc. and processes, registers, and any other custom tools developed by the program.
    • Provide supportive supervision and mentorship in monitoring & evaluation and health information systems to supported facilities.

Data Management

    • Support execution of data collection of Monitoring, Evaluation and Reporting (MER) and non-MER indicators and entry in IMPACT and DC2 systems; and monitor the data in K/DHIS2 system. This entails working closely with the partners and facilities to meet data entry deadlines, cleaning data, working with program managers to review data and compile narratives, and troubleshooting any data irregularities. Liaise with the HJFMRI Senior SI Advisor to ensure all data is accurate.
    • Develop and/or enhance the standard operating procedures (SOP) for data collection, entry, and cleaning in IMPACT, DHIS2, DC2 and DATIM data systems, storage back-up, Data Quality Assessment (DQA), Electronic Medical Record (EMR), and ensure compliance.
    • Support the partners and facilities to ensure accurate and timely data entry into the DHIS2 system.
    • Review and clean data entered in DATIM for accuracy on a quarterly basis ensuring that disaggregation is aligned to aggregate result and the program cascades.
    • Ensure timely flow and transmission of data and other reports from the facilities to program and PEPFAR levels.
    • Works in collaboration with the program quality staff to ensure that SI-related activities in the Site Improvement through Monitoring Systems (SIMS) are conducted. These include setting -up of the tablets, keeping the tablets up to date with the SIMS system, data entry in the system, and the use of SIMS findings to improve program implementation.

Data Analysis and Dissemination

    • Manage the analysis and presentation of data to ensure results are on track to meeting agency and partner-level annual Country Operation Plan (COP) targets. This includes working closely with the program staff to ensure they have the capacity and data to perform analysis enabling quick corrective actions or shifts in implementation strategies to meet targets. Lead the program staff in data analysis, triangulating data from all possible sources (i.e. EMR, IMPACT, DATIM, K/DHIS2, SIMS, DQA, CQI, HIV Estimates, Surveys etc.) and incorporate findings into a presentation or report and recommend program improvements. This involves working closely with the program managers and the Senior SI Advisor to align with the program priorities.
    • Review, analyze and compile monthly, quarterly, semi-annual, and annual activity reports to comply with PEPFAR and MHRP-IHPT reporting requirements.
    • Incorporate robust and innovative strategies to enhance program data utilization for implementation research, as well as in the development of scientific products such as conference abstracts and manuscripts for journal publications.

Data Quality Assurance

    • Coordinates the DQA process at the program level by executing regular DQAs for verification of data reported and systems assessments. Work closely with partners and facilities in executing DQAs in the supported facilities employing the DQA SOP and following guidelines.
    • Collaborate with the CQI POC to ensure DQA findings are effectively integrated into CQI projects.
    • Ensure that DQA findings are shared with all relevant partners, facilities and program staff and conduct follow-up to verify that corrective actions are implemented.

Qualifications

Education and Experience

  • Bachelor’s degree in Statistics, Computer Science, Information and Communication Technology, Health Informatics, Health Records, Health Records and Information Management, Monitoring & Evaluation, or closely related degree from an accredited institution of learning. A master’s degree in Statistics, Computer Science, IT, Health Informatics or related field will be an added advantage.
  • A minimum of 5 years of experience working with PEPFAR funded programs with experience working with PEPFAR data collection and reporting, data quality measures and data analysis.
  • Experience in Kenya EMR is a MUST.

Required Knowledge, Skills And Abilities

  • Strong working knowledge in MS Excel is a MUST.
  • Must have working knowledge in DHIS2.
  • Knowledge in MOH and PEPFAR program reporting tools, indicators, etc. is imperative.
  • Demonstrated experience in managing large databases, data mining and analyzing data using R, STATA or any other statistical software.
  • Ability to provide mentorship to facility staff on HIS and other aspects of SI
  • Excellent interpersonal communication skills.
  • Ability to work under pressure and complete tasks to meet timelines.
