About the role
The Senior Finance Officer will support the flow of financial resources for the execution of various projects, monitor budgets and expenditures and ensure compliance with relevant financial standards. The ideal candidate is someone with
strong interest in financial accounting including bank reconciliations, procurement, project reporting and payroll management. The person is highly organised and able to handle time-sensitive tasks. Ultimately, she or he is responsible for the day-to-day
management of DOT’s financial transactions and procedures and ensures they are in line with DOT’s policies and procedures.

The Key responsibilities of the role are listed below

A. Financial duties and responsibilities
● Ensure the application of proper accounting internal control systems and processes to facilitate financial monitoring and control in line with the DOT finance policy and donor Guidelines for financial reporting;
● Ensure the financial transactions are properly authorised, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements and financial audits;
● Check budget lines and accounts to ensure that all transactions are booked to the correct budget lines and accounts and supporting
documents are obtained for all payments.
● Enter transactions directly onto the accounting software (intacct) and generate the appropriate reports.
● Contribute to preparation of budgets, monitor expenditure against the budgets and prepare monthly variance reports;
● Maintain a computer-based monitoring system for project expenditures to track project balances to cash and bank balances
● As a member of procurement committee, engage in local procurement processes as per the procurement policy
● The update and maintenance of Fixed Assets register including depreciation charges and physical verification
● Prepare monthly bank and Accounts reconciliations
● Timely and efficient payroll processing
● Accurate and timely calculation and submission of statutory remittances
● Preparation of annual financial reports and schedules for audit
● Supporting both internal and external audits

● The update and maintenance of Fixed Assets register including depreciation charges and physical verification
● Any other duties that may be assigned to you.

B. Administration duties and responsibilities
● Maintain awareness and compliance to national labour laws, regulations and the Employment Act;
● Help to develop yearly calendar for the office that includes timetables, procedures and responsibilities to be accomplished;
● Maintain and manage the confidential personnel records;
● Leave schedules management and update;
● Supervise finance & office assistant and manage day to day running of the office.

C. Qualifications, Experience and Competencies

Required (not negotiable):
● A degree or diploma in accounting, finance with professional qualification like ACCA level 2 or CPA intermediate level
● Minimum 5 years’ work experience with donor funding.
● Solid knowledge of financial and accounting procedures

The following competencies will also be required:

1. Experience using financial software
2. Work experience with MS Office applications and google workspace is a must
3. Excellent analytical and numerical skills
4. Good time management skills
5. Strong ethics, result oriented with ability to manage confidential data

6. Demonstrated experience in procurement and preparation of financial reports
7. Familiar with budget variance analysis
8. Excellent communication and analytical skills;
9. You should be familiar with audits, payroll and budget preparations.
