Background

Enabel is operating in Tanzania in accordance with article 7 (iii) of the General Agreement between The United Republic of Tanzania and The Kingdom of Belgium on Development Co-operation signed on 16th of October 2002, and the introduction Letter from the Embassy of Kingdom of Belgium N° 2018/023 signed on 25th January 2018 on the transformation from BTC into Enabel.

 

Enabel has different infrastructure works across its projects in support of the different interventions and result areas. These include but are not limited to the construction of bridges, hostels and dormitories and other centers with emphasis on sustainable and alternative building methods / social relevant construction. It is in that regard, that Enabel is seeking a qualified senior Engineer to oversee and support the implementation of the construction works within the portfolio.

Job description

The Senior Engineer will report to the Country Director, leads will lead the infrastructure hub in Tanzania, will work in close consultation with the respective Project Managers and will be backed up by thematic experts from East African Region and HQ (Water, Energy and Architecture) to ensure that eco-construction concepts are well integrated into the initial design.

 

The tasks and responsibilities of the Senior Engineer, as Head of the Infrastructure Hub, include:

  • Coach, pilot, advise, and train the Infrastructure Hub engineers, based in the respective projects;
  • Lead the organization of the infrastructure activities, including capacity development and awareness raising, with a special focus on involving the appropriate authorities and institutions at the regional and district levels in the preparation process and execution of works, including maintenance activities,
  • Establish the planning of infrastructure activities and draw up the roadmap for the execution of the various contracts (works, services, supplies, framework agreements, etc.),
  • Join regular site visits during construction/rehabilitation works,
  • Provide capacity building to District engineers with regards to quality supervision of infrastructure civil works and management of works contracts.
  • Technically support the procurement office and / or the Engineers in the engagement and monitoring of infrastructure contracting and consulting companies in line with the Belgian procurement law,
  • Supervise the review of technical designs and drawings including technical specifications for project components related to infrastructure,
  • Ensure quality and cost control of all activities related to the infrastructure component of the projects,
  • Supervise (through the Enabel engineers and the consultant engineers on site) the implementation, execution, construction and/or rehabilitation of school dormitories (between 5 and 10 in Kigoma, 1 in Tabora), WASH facilities in selected schools (approx. 25), small works in TVET centers in Kigoma, beekeeping collection centers in 3 regions, and any other construction/rehabilitation in the future.

 

Your profile

  • A Tanzanian National

Required qualifications and experience

  • Master of Science in Civil Engineering, or any master’s degree in a related field from a recognized institution
  • Bachelor of Science in Civil Engineering
  • Training in Construction designs and Management is an asset
  • Registered by the Engineers Registration Board
  • Minimum of 10 years of relevant experience in the design and supervision of project construction
  • At least 2 years of relevant experience in development cooperation, donor-funded projects
  • Experience in public procurement (preparation of tender documents, follow-up of evaluation, negotiation and contracting)

Specific competencies, skills, or knowledge required:

  • Strong coordination skills to support with management of a complex project with many stakeholders;
  • Good knowledge of AutoCAD (Auto Computer Aided Design)
  • Knowledge of BIM (Building Information Modelling) is an asset;
  • Monitoring and evaluation competencies
  • Capacity for reporting
  • Excellent diplomatic and networking skills, allowing for interaction and dialogue with a wide range of public, private, research and civil society actors
  • Good knowledge of computer software (MS 365, SharePoint, etc.)
  • Excellent communication skills (fluent in verbal and written in English and Swahili)
  • Excellent management and organizational skills.
  • Good Listening and Comprehension skills.
  • Collaborative governance mindset (Self-responsible, accountable, authentic communication)
