
1. Road Safety Engineer
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites, or other cities if required
Primary function:
Design, analyze, and implement measures to improve road safety and reduce accidents while ensuring compliance with safety laws and regulations.
Responsibilities:
- Conduct regular audits to verify compliance with traffic safety laws and regulations.
- Perform road safety Audits, inspections, and risk assessments on existing and new infrastructure, analyze accident reports, identify high-risk locations (black spots), and evaluate road user behavior to improve traffic safety.
- Liaise with regulatory bodies to stay updated on safety policies and legal requirements.
- Collaborate with government agencies and local authorities to enforce safety regulations.
- Design and promote public awareness campaigns on road safety.
- Support the development and improvement of emergency response plans for road accidents and provide recommendations for infrastructure improvements based on crash data.
- Perform regular technical inspections of company and contractor vehicles/equipment to ensure they meet safety standards.
- Organize Road safety activities like inspection, training publicity, campaigns, etc., in line with Company requirements.
- Prepare accurate Road Safety reports on a monthly, quarterly and annual basis with the onsite data.
- Identify and report safety hazards, mechanical defects, or non-compliance issues.
- Recommend maintenance, repairs, or replacements for unsafe vehicles and equipment.
- Study and implement smart traffic management systems and Al-driven safety solutions, among others, and keep up with advancements in road safety engineering and best practices.
- Participate in emergency-related drills, inspections, and training according to the emergency plan and perform emergency response activities.
- Conduct incident/accident investigation and analysis of the root cause and prepare incident reports.
- Organize Accident case studies and share the related good practices with other departments and contractors.
- Perform other duties assigned by the Supervisor.
Requirements
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, Transportation Engineering, Road Safety Engineering, or a related field
- Certification in Road Safety Audits (RSA) or
Traffic Safety Management. - Certification in Health and Safety (OSHA, NEBOSH) IOV Certifications are preferred.
- At least 4 years of working experience, preferably in the Oil and Gas Industry.
Knowledge
- Experience conducting road safety inspections, vehicle/equipment safety assessments, and crash investigations.
- Strong understanding of Ugandan road safety regulations, policies, and standards (e.g., Uganda Road Safety Act, 2018, UNRA design standards).
- Extensive knowledge of QHSE system making and reviewing.
- Extensive knowledge of Chinese and international QHSE laws, regulations, and criteria.
- Extensive knowledge of the process and technology of HSE management.
2. Warehouse Safety Engineer A/B
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites, or other cities if required
Primary function:
• Responsible for all QHSE management, on-site operation management, QHSE training & drills, and safety-related reports for the Procurement & Contracts Department.
Responsibilities:
- Responsible for establishing, developing, reviewing, and updating QHSE procedural aids for the Procurement & Contracts Department.
- Responsible for carrying out route risk assessment, hazard identification and control, and drafting and updating of the risk register in the Logistics section.
- Review the QHSE project documents submitted by the contractor and the safety part of each operation plan that belongs to the warehouse section.
- Organize and review high-risk operation activities, HSE risk assessment and JSA submitted by contractors, and issue operation permits.
- Organize or cooperate with various safety inspections in accordance with QHSE procedures.
- Responsible for daily QHSE supervision, inspection, and assessment of each activity in oilfield facilities and yards.
- Responsible for preparing daily and monthly project QHSE reports and ensuring timely submission.
- Responsible for QHSE accident/incident investigation, statistics, reporting, and processing.
- Responsible for QHSE training and drills for the warehouse section and its contractors.
- In charge of daily, weekly & monthly Operation / HSE reports within the Procurement & Contracts Department and proposing appropriate improvements.
- Responsible for the entry review of contractor personnel and equipment.
- Perform other duties assigned by the superiors.
Requirements
- Bachelor’s degree in Environmental Management, Occupational Safety Management, or a related field.
- NEBOSH or other Warehouse Safety management-related certificates are preferred.
- At least 4 years of working experience, preferably in the Oil and Gas Industry.
Knowledge
- Good at lifting operation safety, transportation safety, and basic drilling knowledge or oil industry knowledge.
- Proficient in operating office software.
- Strong English communication skills.
- Understanding of Oil E&P.
