Job Summary:   Reporting to the Research Monitoring and Evaluation Lead, the purpose of this role is to support the effective implementation of measurement and analytical reporting for all MS service delivery channels and operations. S/he will support the development of holistic approaches to adaptive programming including data analysis to assess progress, identify areas for improvement and measure program outcomes and impact. S/he will ensure a robust and adequate M&E data system (e.g. using District Health Information System, Marietxt, CLIC etc) to enhance the collection, management and analysis of program data and to track and report progress towards achieving results. S/he will support the implementation of MS global evaluation tools (client exit interviews, IMPACT, M4QA). S/he will support all the staff in M&E functions and will support any M&E related activities in the program.

 

Key Duties and Responsibilities:

  • Provide support for the development and implementation of monitoring and evaluation systems/frameworks.
  • Support the development and implementation of program evaluations, assessments, special studies and operations research required by the project.
  • Identify and implement appropriate systems solutions to improve efficiency, effectiveness and cost savings across MIS platforms
  • Ensure data quality by conducting data quality assessments (DQAs) on all project indicators.
  • Prepare reports, summaries, protocols, qualitative and quantitative analyses based on results to assist in informing adjustments in program implementation.
  • Effective collaboration and coordination with all programmatic and operations teams to ensure regular collection of accurate data
  • Ensure the continuous monitoring of program progress in close collaboration with donors and other implementing partners.
  • Provide support, training and mentoring to other M&E staff.
  • Effective management and implementation of existing MIS and MS global evaluation tools (client exit interviews, IMPACT, M4QA)

Qualifications, Skills and Experience:

  • At least two years of experience in designing and implementing monitoring and evaluation activities for complex programs
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
  • Research experience.
  • Demonstrated skills in quantitative and qualitative data analysis and data management.
  • Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts.
  • Experience in electronic database development and management
  • Ability to communicate effectively to non-technical teams about MIS and database systems

Qualifications and Training (essential/desirable)

  • Minimum degree in a relevant discipline, such as social science, public health, epidemiology, statistics, business, or development studies.
  • Proficiency in MS Excel, MS Word, and other MS Office software; data analysis software (such as MS Excel Power BI, SPSS or Stata).
  • Demonstrated team player with effective cross-cultural interpersonal skills.
  • Knowledge of GIS and data management applications/platforms essential.
