ABOUT THE SIWA PROJECT
To be implemented in Turkana, the project will provide support to the transition process towards GOK-
led basic social services in water. In consultation with the county water department, the project will
be implemented for 3 years from July 2024 to June 2027 in order to increase access to safe and
affordable water and sanitation for communities, public primary schools, and/or health facilities
through solarized boreholes (new & rehabilitated); sand dams; water purification & treatment; &
sanitation, and hygiene promotion. This project was co-created with the Turkana County water
department and will support a stepwise transition towards increasing County government
responsibility for provision of WASH service to refugees and host communities in Turkana.
ABOUT THE ROLE
The Project Officer – Sanitation and Hygiene is expected to provide consistent and high-quality
technical support in relation to sustained WASH access and behaviors. The position involves liaising
with local authorities, communities, and other agencies regularly to ensure effective implementation
of activities as well as participate in WASH-related forums. As part of the assignment the position
holder is expected to identify, design and develop/adopt communication approaches, manuals and
materials on appropriate water, sanitation and hygiene promotion, health promotion and disease
prevention, and support in project surveys and need assessments. S/he is expected to coordinate
training and monitoring of Community Health Workers, Community Health Extension Workers and
hygiene promoters with frequent trips to the project sites to organize promotion activities, collect data
and statistics concerning issues that relates with WASH BCC and provide periodic progress updates.
The position holder will be based in Turkana
PRIMARY RESPONSIBILITIES
• Lead in the development and implementation of a responsive social
and behavior change communication strategy and framework.
• Provide consistent technical support to relevant government
departments and actors on implementation of the social behavior
change strategy, and obtain buy-in of the project’s approaches and
models by communities and local leaders.
• Organize community groups, generate community resources and
educate them on sustainable community involvement in the sanitation
and hygiene promotion interventions working in conjunction with
relevant government departments and partners,
• Coordinate with project manager and implementation team to ensure
implementation plans and activities are aligned to intended project
outcomes and BCC frameworks.
• Provide quality control for the Social Behavior Change Communication
(SBCC) interventions.
• Participate in development of knowledge products to promote
learning
Provide technical input in development and implementation of SBCC
capacity building interventions at national and county levels.
• Participate in support supervision activities individually and in
collaboration with national and county MOH stakeholders.
• Identify new program opportunities through rapid assessments and
proposal development inputs and writing as needed.
• Provide technical support in the development and writing of new
concepts and proposals for fundraising.
• Work closely with the M&E officer in provision of periodic updates
highlighting progress, lessons learnt and bottlenecks.
• Provide technical guidance on SBCC in needs assessment and surveys
• Regularly assess and provide feedback and recommendations on the
quality of SBCC programmes and interventions.
REQUIRED QUALIFICATIONS
Education and Professional Qualifications
• Bachelor’s degree in Social Sciences, Public Health, Nursing or any other related field
Required Experience
Essential
• Minimum of three (3) years of relevant work experience
• Knowledge, training and experience in WASH and community SBCC
• Previous experience working in Turkana County is an asset
• Knowledge on and experience working through Community Health structure
• Demonstrated skills in program planning, implementation and monitoring
• Demonstrated skills in peer group training, Training of Trainers and development of training
materials
• Proficiency in spoken and written English and Swahili
• Strong computer and interpersonal skills

Work Environment
Normal office environment at the work station. Will be expected to travel extensively and may be
required to stay longer at the project sites.
Hours of Work
Job holder may be required to work outside normal working hours due to the nature of the work in
general.
