
The Company is a French public institution that implements France’s policy in the areas of development and international solidarity. Focusing on climate, biodiversity, peace, education, urban development, health and governance, our teams carry out more than 4,200 projects in 150 countries and contributes to the commitment of France to support the Sustainable Development Goals (SDGs). In practical terms, this mission is carried out by providing loans, grants, expertise or technical assistance to States, local authorities, companies, foundations or NGOs.
The Company has been operating in Tanzania since 1993 from the Nairobi regional office, then from Dar Es Salaam where it opened an office in 2008, which was transformed into a full-fledged agency in 2018. In 2023, it has established a liaison office in Dodoma.
Job Purpose
The Project Officer in charge of energy will support the Deputy Director and the Senior Infrastructure Officer to develop and manage the company portfolio with all the public stakeholders (Ministry of Energy, Tanesco and REA) benefiting from the company sovereign loans to the Government of Tanzania, and other donor partners. He/She will work under the general supervision of the company Country Director.
The Project Officer will also be in close relationship with the Task Team Leader based in Paris. He/She will be in charge of following the Company activities in the sector, both for the on-going projects, such as the Tanzania-Zambia interconnection, the Kishapu Solar Power Plant, the Kakono Hydropower Dam Project or the Rural Electrification Program and for the upcoming financings (such as in Interconnection with uganda or access and clean cooking). The position is located at Dar Es Salaam with missions regularly required within the country (to Dodoma and places where the projects are located) and exceptionally outside the country.
Key Responsibilities:
1. Follow-up and monitoring of the Company sovereign loans within the energy portfolio :
- Prepare financing agreements and monitor their implementation;
- Review of any study/progress reports and of procurement processes ;
- Assist the counterparts during the implementation of the project and liaise with co-financiers and service
- providers as required to ensure compliance with policies and procedures;
- Follow up disbursements and reimbursements;
- Organise regular supervision missions.
2. Development of portfolio :
- Develop a strong pipeline of future projects that meet the company financing criteria through regular exchange
- with counterparts, co-financiers and other partners;
- Write Identification Note on potential projects and participate in identification committee;
- Contribute to project appraisals: needs analysis, review of studies, negotiation of project set up and
- content, preparation of required documentation for Companies committees, etc.
- Organise identification, appraisal, negotiation and supervision missions.
3. Sector dialogue and communication :
- Monitor the evolution of the energy sector in Tanzania and prepare sectoral analysis notes;
- Prepare project-related documents and communication content for internal and external audiences ;
- Participate in developments partner and stakeholder meetings related to the sector;
- Ensure a smooth and close dialogue with all public and private counterparts involved in the sectors
- followed (Ministry, utilities, private companies/consultants, NGOs…);
- Representing Company in fora relating to the portfolio.
4. The Project Officer will also be assigned the role of focal point for climate topic (documentary monitoring, information sharing, organization of internal awareness events, etc.).
Personal Specifications/Requirements:
- You have a Master degree in engineering, finance or economics. Competences in business administration or public finance management would be an added value.
- You have at least 5 years of relevant experience in similar positions in a reputable organisation.
- In particular, sound experience in project management for energy facilities regarding technical, contractual and financial aspects is required.
- Previous experience within an international donor represented in Tanzania (World Bank, EU, AfD B … ) would be specifically appreciated.
- You have a good knowledge of Tanzanian government institutional set up and functioning. You have at least a basic understanding of strategic issues (technical, social, financial, environmental) in the energy sector.
- Excellent communication and writing skills in English are required. In particular, you are able to draft clear and concise reports or analytical notes. Knowledge of French would be very much appreciated.
- Advanced Microsoft Office skills including Word, Excel and PowerPoint are a prerequisite.
- You have excellent interpersonal skills, diplomacy and negotiation capacities as well as a strong appetite for teamwork. In your previous positions, you have shown a great sense of autonomy and an ability to bring new ideas
