The LWF Uganda Program is looking for a qualified and experienced person to fill the following position:

Job Title: Project Officer – Child protection

No. of Positions: One (1)

Place of Assignment: Luuka

Reports To: Sub Program manager

Starting date: ASAP

Duration of Contract: 1 year contract (with possibility for extension)

The closing date for applications: 26th, January 2025.

Job summary: The Project Officer will lead and oversee the implementation of the EU Child Protection project in Kamuli, Luuka and Mayuge Districts. The purpose is to Accelerate Actions towards Elimination of Child Labor Practices Along the Agricultural Value Chains in Busoga Sub- Region.

The Project Officer will also ensure strong coordination with the local partners, local government, coalitions, and NGOs. In this role, H/She will be responsible for supporting EU Child Protection project implementation, ensuring quality results.

Essential Roles And Responsibilities.

Project planning and implementation

The Project Officer will provide oversight and technical support on the issue of child labor in Luuka, Kamuli and Mayuge districts.

Advocacy planning and implementation including developing and implementing advocacy strategies addressing the root causes of child labor, ensuring alignment of advocacy initiatives with the project goals and broader LWF vision.

Conducting policy analysis on existing laws and policies to identify gaps, provide technical guidance to stakeholders on implementation of child rights laws and compliance.

Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other forums.

Coordination, planning and executing campaigns targeting key stakeholders, engage in media and coordinate project public communication efforts.

Monitoring and Evaluation

Monitoring and reporting including tracking progress of advocacy efforts and produce regular reports of achievements, challenges, lessons learned.

Facilitate and monitor the implementation of planned activities and community level engagements.

Ensure documentation of success stories, case studies, best practices and advocacy outcomes.

Compile quality and timely reports to keep track of progress of implementing planned activities, realizing outcomes and targets on a monthly and quarterly basis.

Maintain up-to-date files and records of project documentation.

Capacity Building

Coordinate trainings on child protection in the participating communities and districts.

Stakeholder engagement through building and maintain partnerships with local government, private sector and community leaders to advocate for child rights policies.

Capacity building for stakeholders, organizing and facilitating advocacy and awareness sessions for the communities and duty bearers, developing training materials and tools.

Build the capacity of children, parents and community to collectively engage local leaders on identified issues of child labor.

Facilitate growth of strong grassroots movements/ coalitions on specific advocacy issues to end child labour against children.

Community Engagement

The Project Officer shall engage communities including children, parents, political, cultural and religious leaders, among others. Specifically, he/she will:

Mobilize communities to participate in project planning, development, implementation and monitoring.

Mobilize government institutions and staff in the planning and implementation of child protection intervention and plans.

Mobilize grassroots organizations, Faith Communities and other civil society organizations to ending child labour.

Mobilize and sensitize community (guardians, community leaders and other community members) on CP programs issues and facilitate participation in the management of various community Child Protection initiatives.

Follow-up on commitments by local leaders on promotion and protection of all children as well as their general wellbeing.

Mobilize communities to participate in the relevant child days and celebrations such as the Day of the African Child, Day of the Girl Child, 16 days of activism against Gender based violence, among others.

Networking, Coordination and Collaboration

In networking, coordinating and collaborating with different actors, the Police Officer will:

Facilitate networking with local government institutions and other partners within the districts in planning and implementation of Child protection interventions.

Identify and nurture local partnerships with civil society organizations, faith institutions and Sub Counties.

Support local government in formulation and implementation of ordinances and bye-laws on project issues.

Represent LWF in advocacy forums and coalitions and working groups in the district.

Actively participate in coordination meetings, cluster, working group/coalitions, network meetings, and share the project update with relevant stakeholders.

Organize dialogue engagements between partners, local government and children.

Represent LWF at stakeholder engagements in the district and be a regular advocate on issues of Child Protection.

Support multi-sectoral, Inter-agency networking and coordination in establishing Child protection prevention, response and service provision mechanisms/ referral pathways, Child Protection, Wellbeing, Advocacy and Safeguarding.

Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.

Work with local leaders and Child protection community structures to protect children from child violations and abuses.

Sensitize children including guardians/parents and other stakeholders about children’s rights and responsibilities.

Facilitate Child Protection advocacy, policy dialogue and campaign interventions by ensuring linkages and coherence between engagements with the Child Protection interventions at the district and national levels.

Required Qualification/ Education

Bachelor’s degree of Laws, Human Rights, Social Sciences, Development studies or an equivalent. Post graduate Diploma or Masters in Child Protection will be an added advantage.

Required Work Experience

3- 5 years’ experience in advocacy on child protection with an NGO is preferred.

Knowledge of Ugandan laws, policies on child protection are essential requirements.

Broader understanding of child protection and social protection issues.

Ability to work with different partners, local authorities, and NGOs

Experience in community work, stakeholders, and children

IT literate, proficient with MS Office

Able to ride Honda XL-125 Motorcycle and in possession of a valid riding license.
