About Jobtech Alliance

The Jobtech Alliance is an ecosystem-building initiative around inclusive Jobtech in Africa launched in late 2021 and implemented by Mercy Corps and BFA Global.  The Jobtech alliance is interested in digital platforms which connect people to work opportunities that build livelihoods – this includes gig matching platforms, job matching, e-commerce marketplaces, and more. The Jobtech Alliance helps Jobtech platforms to grow and create more jobs.

About Jobtech for Refugees

Jobtech for Refugees is a program implemented by the Jobtech Alliance which aims at connecting refugees to work opportunities. In Jobtech for Refugees, the Jobtech Alliance works with demand-side partners (Jobtech platforms) and supply-side partners (RLOs) to map out work opportunities for refugees, the potential barriers to access, and collaboratively design a sprint (engagement) to overcome these barriers.

AYAN a youth-led organization fronting youth as advocates for social and integrated development partnered with Mercy Corps Uganda to implement parts of the Jobtech for refugees in Kampala. AYAN as an organization partner in the implementation of the Jobtech for refugees in Uganda is responsible for:

1.      Contributing insights from working with refugees to identify the suitability of opportunities for the refugee population and co-develop ‘sprints’ for intervention.

2.      Identifying, screening, and capacitating refugees to enable them to access the specific opportunities identified in the project. The project is entirely demand-driven. AYAN under this project don’t do any activities with refugees that are not directly related to them accessing services that AYAN and partners are working to make available with Jobtech platforms and edtech platforms.

Under this background, AYAN, wishes to contract a qualified Project Lead for the Jobtech for Refugees project based in Kampala. The contract will be performance based and renewable on a yearly basis

Duties and Responsibilities of the Project Lead

The Project Lead shall report to the Program Lead and Team Lead of AYAN in Kampala;

·       The Project Lead shall coordinate project activities assigned to AYAN in all the divisions of Kampala.

·       Regularly liaise with project partners including demand side platforms and supply side partners like Refugee led organisations and groups within Kampala districts.

·       Plan for ensuring JobTech 4 Refugees project sustainability and replication, collect lessons learned from the Jobtech 4 Refugees project.

·       Ensure that the necessary monitoring mechanisms are built in the daily and periodic activities during the Jobtech 4 Refugees project implementation.

·       The Project Lead shall liaise with the Project Officers or Managers of the other partners and the Program Manager JobTech for Refugees at Mercy Corps Uganda throughout the program and on a regular basis to create synergies between the project components and partners.

·       Provide co-ordination, management and supervision of project implementation activities in Kampala.

·       Develop a detailed work plan for the project on a monthly basis and submit to Program Lead and Mercy Corps Uganda Focal person.

·       Control expenditures and ensure an adequate management of the resources provided for the project.

·       Prepare monthly, quarterly and periodic progress reports on the project as per AYAN requirements.

·       Organize, present and facilitate quarterly partners meeting.

·       Liaise with the City and Municipal Administrative Officers, District Technical Planning Committees and relevant city officials in Kampala.

·       Liaise with relevant Community Based Organisations, refugee led organizations, community leaders within Kampala among others to further the project objectives.

·       Liaise with local experts and consultants on assigned tasks.

·       Coordinate between the National Coordinator and local experts, regarding all the necessary training, templates, methodologies and support to undertake their data collection functions.

·       Any other duties assigned to him from time to time by on the JobTech 4 Refugees Project the Program Lead.

Required Capabilities and Competencies for this role

·       Demonstrates commitment to the mission, vision and values of AYAN.

·       Handiness in facilitating meetings effectively and efficiently.

·       Outstanding oral and written skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality papers and reports.

·       Solid experience in results-based management and results-oriented approach to project implementation.

·       Robust inter-personal skills, communication, networking and team-building skills; competent in leading teams and creating team spirit, management of inter-group dynamics and conflicting interests of various actors, stimulating team members to produce quality outputs in a timely and transparent manner.

·       Results driven, ability to remain calm and work under pressure and to meet strict deadlines.

·       Consistently approaches work with energy and a positive, constructive attitude.

·       Shares knowledge and experience actively, mentoring other staffs at AYAN.

·       Attentions on result for the clients and responds positively to feedback.

·       Adaptability and ability to work in a diverse environment with different cultural, gender, religious, racial, nationalities and age sensitivities.

·       Technical knowledge and understanding of digital platforms and the gig economy in Uganda.

·       Capability to communicate effectively orally and in writing in order to communicate complex, technical Digital project information to technical and general audiences.

·       Expertise in negotiating effectively in complex situations and to resolve conflicts as they arise.

Required Skills and Experience

Education:

  • Bachelor’s Degree in relevant field, or related qualification from a recognized University. with expertise in the area of project management or digitization.
  • Relevant experience of working with agencies, refugee-led organizations, local communities and international organizations.
  • Minimum 2 years’ work experience in a relevant field such as refugee management or with displaced populations.
  • Experience in managing tech projects would be an advantage.

Language:

  • Fluency in written and spoken English.
  • Knowledge of refugee languages in Kampala would be an advantage.
