CRVPF works with community organizations as an effective avenue for reaching vulnerable
children, youth, families, and communities because these organizations have closer proximity,
adaptability, trust with communities, efficiency, and can contextualize interventions. The
community organizations and their leaders are the basis for building community movements
that advocate for children and youth issues. CRVPF also collaborates with a diverse range of,
local NGOs, media organizations, training, and research institutions working at community
levels to prevent violence and advance the rights of children and youth. These partners reflect
our values through local ownership of change, using funds responsibly, and working with long-
term sustainability.

About the EYDCD Program
Children Rights and Violence Prevention Fund (CRVPF), in partnership with the Mastercard
Foundation, is implementing the “Empower Youth through Data and Community
Development (EYDCD) program” designed to strengthen and leverage community-based
structures, to improve the lives of young men and women in disadvantaged communities in
Uganda by providing technical market facing skills and capacity building for entrepreneurship,
and employment. To consolidate these efforts, the program will support them get involved in or
establishing where non-existent self- governed savings groups also known as Village Savings
and Loan Association (VSLA) and Saving and Credit Cooperative Organisation (SACCOs) groups
backed by enterprises while leveraging digitisation for efficiency and added services. CRVPF will
partner with 200 (70% women and youth-led & founded) Community-Based Organisations
(CBOs) organised in clusters of 2-3 partners each. Together the cluster will support the
mobilisation and formation of 3,000 VSLAs and 10 SACCOs and cooperatives. Through these
structures, we will reach 200,000 youths aged between 15-35 years living in Refugee
Settlements, Host Communities and Slums – 70% female, 30% male
Job Summary: Implementing, managing, and scaling Village Savings and Loan Associations
(VSLA) programs, with a focus on integrating digital tools and technologies
Main Duties and Responsibilities
• Coordinate and oversee the establishment and operation of VSLAs in target
communities.
• Provide technical support including quality assurance of vocational skills development
programmes by the CBOs.
• Coordinate with the EYDCD project team to be part of the VSLA Digital Financial Literacy
Training activity plans and integrate them within broader Project Activity plans.
• Train and sensitize community-based organizations (CBOS) on how to incorporate
digital wallets into ongoing VSLA activities.
• Maintain a thorough understanding of the technical aspects of digital technology and
provide support to CBOs.
• Develop materials and tools to support the capacity-building of VSLA groups in digital
transformation.
• Oversee localization of mobile wallets, initial user testing, and VSLA feedback sessions.
Program Officer- VSLA and Digitisation
• Work with gnuGrid CRB staff to maintain and escalate any issues with the digital
platform.
• Conduct field visits to gather data, provide support, and assess the effectiveness of the
digitalization interventions.
• Schedule and contribute to project team review meetings and share results to promote
continual improvement of user experience.
• Review reports from CBOs in relation to VSLA activities.
• Represent the EYDCD program at partner events, meetings, and other gatherings.
Other duties
• Represent the EYDCD program at partner engagements wherever requested.
• Any other duties as may be allocated by your supervisor.
Competencies Education/Knowledge Education/Knowledge
• Bachelor’s degree in Microfinance, Economics, Business Administration, Social Sciences,
or a related field.
• A master’s degree is an added advantage.

Experience
• Working with community-based financial structures especially Village Savings and
Loans
• Associations, SACCOs, Cooperatives and micro-finance institutions among others.
• Familiarity with technology related to the operations of these community-based finance
institutions
• Ability to contribute to curriculum development and dissemination for VSLA, SACCOs etc
• Familiarity with youth engagement and economic empowerment.
• Formation, operation and growth of VSLA groups, ultimately contributing to their
economic
• Monitoring and Evaluation of VSLAs and SACCOs
• Stakeholder engagement
• Previous work with community organisations
