Job Purpose

The procurement manager is responsible for leading the implementation of a well-integrated, efficient, systematic and strategic sourcing, procurement, and contract lifecycle. This is aimed at supporting effective company operations and cost savings, in alignment with internal policy and relevant legal requirements. They will also oversee the administration and OSH function of the company.

The procurement manager will have an oversight on procuring for both Kenya and Uganda.

The role requires close collaboration with all departments of 4GC.

Roles & Responsibilities

  • Strategic procurement Planning: The procurement manager will develop the company procurement plan in line with the budget and department projection. They will analyze the market prices and trends to ensure the company gets competitive pricing for all spends and that purchase orders are done on time while creating efficiency in the business.
  • Supply chain management. They will effectively oversee the end to end procurement process, vendor onboarding and prequalification, negotiating terms, purchasing items, receiving and inspecting goods/services and ensuring quality is adhered to as well as the disposal process in line with the company procurement policy .
  • Develop and implement policies and procedures that promote efficient vendor management from sourcing and pre-qualification of suppliers to negotiation of contract terms and agreement on pricing, credit terms and payment cycles. Influence medium to high level negotiations and long-term partnerships with major suppliers to ensure sustainable spending is achieved.
  • Develop and implement a clearly defined internal process to raise, receive and approve all purchase requisitions in accordance with company procurement policy and budgets. This should have proper controls in place and incorporate documentation and records that can be reviewed during reference and audit.
  • Budgeting – Participate in financial planning by providing insight i.e., on operational and capital equipment budgets from analysis on past expenditure, advice on pricing options based on supply costs, etc., in an effort to positively influence the company’s bottom line.
  • Tender – conduct the tendering process for big spend purchases for the company in line with the procurement policy.
  • Contract management – Efficiently manage and maintain up to date branch leases, service agreements, review policies & procedures, including redesigning the operation of Occupational health & Safety for compliance. This includes monitoring, tracking legal changes and avoiding risk of non compliance.
  • Team Leadership – Supervise and mentor a diverse team of Procurement, Store and Administration staff to ensure effective collaboration and exceptional results.They will provide guidance, support, and professional development opportunities to the team .

Required Skills for a Procurement manager

  • Bachelor’s Degree in Finance, procurement or a related field
  • 7+ years experience in procurement position with at least 2 years in a supervisory role.
  • Professional diploma in procurement and supply chain eg..CIPS
  • 5+ years experience in an ERP system
  • Keen on operational excellence and process improvements to achieve efficiency and effectiveness.
  • Ability to work both independently and as part of large, cross functional teams where competing demands must be carefully prioritized and managed
  • Outstanding communication and interpersonal skills
  • Ability to present information and analysis in a credible, confident, and influential manner
  • Good negotiation skills
  • Contract management

Relationships With and Purpose

1. CFO

In-charge of the procurement function who will offer ongoing support and supervision, as well as the conduit to the Management Board

2. Deputy CFO

Direct line manager. Working directly with the Deputy CFO to coordinate the procurement department at 4G Capital.

3. Direct Reports

Supervise the administration function of the company which includes the office administrator, drivers and support staff as well as the procurement assistant.

4.External & Internal Stakeholders

Manage relationships with both external & Internal stakeholders
