Position Title: Private Sector Engagement Lead

Position Summary:
We seek a dedicated and knowledgeable Private Sector Engagement Lead to play a crucial role in advancing our objectives to improve health financing, enhance community-based health insurance (CBHI) coverage, and foster public-private partnerships in health. The ideal candidate should have a strong background in health policy, insurance systems, and innovative financing mechanisms, and be knowledgeable about broader health sustainability efforts.
Key Responsibilities:
- Legislative Support:
- Assist in the passage of the National Health Insurance Bill.
- Collaborate with stakeholders to align policy initiatives with the national sustainability plan for HIV/AIDS.
- Community-Based Health Insurance (CBHI):
- Develop and implement strategies to expand CBHI coverage and membership.
- Support issuing sub-awards to local organisations to enhance the functioning of CBHI systems.
- Explore and propose innovative financial support models for community health promotion services and disease prevention.
- Capacity Building of Health Workforce:
o Assist in identifying workforce competency gaps and develop transformative training programs for educators and mentors to enhance the effectiveness of developing competent health professionals.
o Contribute to the reviewing of digital learning centres, and facilitate contextualized e-learning for continuing professional development.
o Support capacity-building in e-learning for the ICT technical advisors placed/assigned at MOH’s HRH development institute.
o Collaborate with professional councils to codesign e-learning modules on ethics and professionalism for continuing professional development.
o Participate in finalizing and operationalizing of the emergency medicine and critical care nursing curricula still under development and designing, and implementing a scholarship scheme for short-term training programs.
- Public-Private Partnerships:
- Work with the Public-Sector Engagement Advisor to strengthen the Ministry of Health’s (MOH) capacity for contracting with the private sector.
- Facilitate regular coordination meetings with public-private partnership stakeholders to ensure alignment and progress on health initiatives.
- Digital Health Transformation:
- Support the transition to digital reporting by promoting the use of Electronic Medical Records (EMRs) and addressing readiness gaps.
- Conduct digital readiness assessments to identify necessary upgrades for IT infrastructure and training needs.
- Collaborate with the Data Protection Office to develop a comprehensive data governance strategy that integrates private-sector data management.
- Data Utilization and Analysis:
- Use Lean Management Approach (LMA) methodologies to cultivate a culture of data-driven decision-making within health programs.
- Develop demand-driven visual tools for performance monitoring, planning, and disease-specific analyses.
Qualifications:
- Education: Master’s degree in Public Health, Health Policy, Health Administration, or a related field.
- Experience:
- Minimum 8 years of experience in health insurance, public health policy, or related fields, with a focus on HIV/AIDS and health financing.
- Proven track record of working with government agencies and private-sector partners.
- Demonstrable experience in building the capacity of HRH in Health.
- Skills:
- Strong analytical and problem-solving abilities.
- Excellent communication and interpersonal skills.
- Ability to work collaboratively in a multi-stakeholder environment.
- Demonstrated ability to interact effectively with a wide range of partners; private sector, government, and civil society
- Knowledge and experience on public-private partnerships in health care in Uganda’s context.
- Proven skills in networking, assessing information needs, and developing appropriate tools.
- Proficiency in data analysis tools and familiarity with EMR systems.
