About the position:
We are looking for an experienced People and Talent Manager who will oversee our Americares Tanzania People and Talent vision and work, while aligning with the global people and talent strategy and standards. The position will implement best practices for change management, people operations (performance evaluation, employee relations, compliance, staff salary scales, benefits, contracts, staff manual, offboarding), talent acquisition/retention/management/onboarding, and work community (duty of care, inclusion, DEIA, well-being, learning and development, team activities, etc.).

Duties and Responsibilities:
-Lead the Tanzania talent acquisition process for staff and other positions as required, including advertisement, job descriptions, resume short-listing, inclusive hiring processes, and offers; partner with HQ P&T for any roles that will be recruited by HQ – e.g. Country Director.

-Coordinate the onboarding process for new staff, including benefits, policy and handbook overviews, and orientation to the team. Partner with HQ P&T for HQ related onboarding of local staff when needed.

-Coordinate the offboarding of departing employees -ensuring compliance with local labor laws, donors, and HQ P&T processes; escalate appropriately with HQ P&T and Legal

-Lead change management for a dynamic team

-Develop and lead training and other resources for manager development, professional training, and career growth development

-Communicate, train, and implement organization values recognition and intentional culture in Tanzania

-Implement and socialize Americares staff performance system, policies and processes in a timely fashion

-Collect, analyze and act on people data to improve retention, engagement, inclusion, and overall trends and decisions; actively ensure staff participation in TINYpulse and other feedback mechanisms

-Provide employee relations support, lead investigations, when necessary, with knowledge of local employee rights, and determine disciplinary action if appropriate, partnering with HQ P&T team to ensure compliance and alignment

-Work with the Finance staff to support with payroll processes

-Support the Country Director to monitor and coordinate People and Talent compliance activities, including OSHA and other local regulations

-Liaise with the HQ People and Talent team as well as People and Talent staff in other locations to participate in communities of practice and connect Tanzania People and Talent work with the global organization

-Oversee Tanzania People and Talent work with a focus on partnering with each department/location in the Tanzania team to evaluate and enhance diversity, equity, access, and inclusion in their work and teams; support the HQ DEIA Director in the daily work of Tanzania DEIA Council, employee resource groups, and other DEIA work locally

-Organize strategies, initiatives, and activities that promote well-being and community in the workplace (team building, community outreach, all-staff gatherings, etc.) while also supporting global well-being

-Advise and train people managers and country leadership on local labor laws, best practices, market standards, and global strategy for People and Talent; update P&T handbook, policies, and materials accordingly

-Support with proposal writing to ensure workforce analysis, staffing budget, and P&T related resources are included for new funding opportunities

-Develop, maintain, and oversee P&T Tanzania budget and resourcing needs

-Partner with HQ People and Talent to assess salary and benefits packages and align with market and budget

-Update and maintain digital and physical employee records in compliance with local labor laws and best practices

-Source, coordinate, and liaison with vendors and the government to provide quality benefits and services to staff

-Supervise drivers and manage fleet, arranging maintenance when needed

-Oversee a travel log system

-Schedule and assign drivers for meetings, site visits, and other in-country travel,

-Coordinate the booking of flights and other means of travel for local staff and assist with local bookings for international staff visits

-Coordinate all medical verification, documentation, and processes needed to support Medical Outreach Program

-Serve as an active leader within the Tanzania senior management team

-Bring leadership, fostering organizational culture and effectiveness, working with peers and counterparts across the organization to identify areas for continuous improvement, suggest and implement solutions

-People manage staff, ensuring their success in meeting objectives while also supporting their professional growth

-Actively model and contribute to Americares values, work culture and mission.

-Engage in and contribute to team spaces with openness, global competencies, and a growth mindset

-Additional responsibilities as needed to create, maintain, and enhance the entire life cycle of people experience

Key Outcomes for the Role:
In the first 90 days:
-Learn and live the Americares values
-Complete all required new hire onboarding training
-Fully understand the key responsibilities and deliverables of the role
-Meet with and understand the expectations for this role’s work with key colleagues in Tanzania and our global HQ P&T team
-Provide P&T support for key moments in the project and employee life cycle taking place during this period
-Maintain and update key P&T records and systems
– Make progress in fully knowing our policies, procedures, and processes
-Assess and recommend P&T budget resourcing for upcoming fiscal year

In the first six months:
-Actively contribute to P&T decision making as part of the Tanzania senior management team
-Participate in global P&T communities of practice
-Lead values, engagement, well-being, DEIA, and other key intentional culture initiatives
-Participate in the funding proposal development process by submitting well-planned staffing and P&T considerations for programmatic projects
-Provide leadership for ongoing P&T services, activities, systems, and resources for the full employee life cycle

We’d love to hear from you if you…
-have directly related experience leading People and Talent work as the head of a small P&T team or sole P&T role (preferably in an international humanitarian organization with U.S. government funding)
-have demonstrated competencies in all P&T functions at the level of providing experienced and competent leadership with Country Directors and other leaders of organizations
-have a demonstrated commitment to diversity, equity, access, and inclusion
-are an expert and are updated in local P&T compliance, regulations, and labor norms
-have demonstrated experience implementing change management practices and supporting the development of a healthy workplace culture
-have demonstrated experience with talent management, particularly with support for managers
-have impeccable judgment and are well-versed in leading employee relations matters
-have an excellent use of innovative technology to support and document People and Talent work within a global context – including but not limited to ZOOM, TEAMS, Microsoft 365, SharePoint, and HRIS
-have Tanzanian work authorization already in place
-can communicate fluently in English and Kiswahili
