About This Role
Sheria ya Vijana project seeks to empower, engage, and connect young people to lead the green and digital transition in Kenya and actively participate in policy design. The project aims to bolster the capacity and influence of Kenyan civil society, particularly youth and youth-led organizations, in governance and accountability concerning social and economic inclusion for youth. It promotes meaningful participation, empowerment, and leadership of Kenyan youth and youth-led organizations in Kwale and Nairobi in the green and digital transitions.
The Monitoring and Evaluation Officer will be based in Nairobi, Kenya and seconded to Barnfonden. He/she is responsible for the creation of comprehensive management guidelines and a robust Monitoring, Evaluation, and Learning (MEL) system to oversee the Action.
Primary Responsibilities
Results Based Monitoring and Evaluation
- Regular tracking of the progress and outcomes of the project
- systematically collecting, analyzing, and sharing insights and best practices among project partners and stakeholders.
- He/she will supervise the dissemination aspect and ensure that the learnings and successes are effectively communicated to a broader audience, fostering replication and scaling of successful interventions.
- Lead the development and review of detailed implementation plans, workplans, performance measurement table and indicator performance tracking for the project.
- Provide support to the project team in the preparation of the periodic internal and donor project reports.
- Support the project Manager in implementation of coordinating and planning project activities in all the target counties in collaboration with the project partners.
- Monitor status and progress of Project implementation based on performance measurement table and the MEL Plan.
- Develop clear and user-friendly data collection and reporting formats in collaboration project teams and partners at different levels.
- Analyze collected data and make recommendations to project coordinator on the quality and desired improvement plans.
- Develop the project monitoring and evaluation plan, indicator reference sheets, trackers, data collection tools, participant databases and oversee quality implementation of M&E activities to meet donor standards.
- Monitor and report the status and progress of project performance measurement table indicators and detailed implementation plan as well as budget expenditures.
- Conduct process and outcome monitoring to assess quality of activity implementation, routine data quality audits and document field visit reports and action plans.
- Keeping track of project evaluations and studies tracking trends and recommendations, progressing their implementation where appropriate.
- Participate in planning, implementation and follow-up of evaluations, for instance writing TORs, preparing literature review packs, planning evaluator itineraries, planning staff workshops, report review.
- Providing support during internal/external reviews, evaluations and lessons learned activities.
- Coordinate various evaluations, assessments and reviews including assistance with the recruitment of Research assistants, coordinating collection and analysis of data among others.
Capacity Building
- Conduct capacity assessment of the project partners and staff on monitoring and evaluation and design appropriate processes to ensure skills are developed.
- Provide ongoing mentoring and coaching to all project partners and staff on MEL processes and activities.
- The document results from capacity building efforts and share with the Project Manager.
Knowledge management and learning
- Professionally document and proactively share information and learning from the project with the donor and project staff and stakeholders as necessary.
- Take an active role in ensuring that project staff are compliant in uploading data and reports into the relevant online systems and maintain such database systems.
- Work with project staff to promote learning culture and ensure learning is shared across implementing partners by encouraging cross learning between and within teams.
- Tracking trends and recommendations and progressing their implementation in the planning and project design where appropriate.
- Participate and contribute to partnerships meetings and youth advocacy forums in the counties.
- Work with Communication Specialist to prepare high quality annual learning products including project learning briefs, after activity reviews, case studies, success stories, most significant change (MSC)
- Facilitate quarterly review meetings to discuss progress, challenges and lessons learnt and develop workplans with the project team.
- Support project launch, start up and close out workshops to disseminate stakeholders’ information related to implementation and critical learnings.
- Submit progress reports by the deadlines stipulated in the donor agreement to the Project Manager.
- Ensure implementation of lessons learned and recommendations from project evaluations and studies.
- Participate in periodic check-in meetings with the donor representatives, Grants Manager, Project Manager and other key stakeholders.
- Provide timely feedback to implementation teams from the MEL system findings to enhance effectiveness of project implementation and steps needed to achieve desired outcomes.

Required Experience And Education
- University degree in Project Management, Community Development, Statistics, Economics, Social Sciences, or closely related fields, with specialized training in monitoring and evaluation, or a combined professional qualification with sound experience.
- A minimum of 5 years of direct, hands-on working experience in building and operating monitoring and evaluation of projects supporting youth in green digital transformation.
- Program experience with international NGOs or other international organizations.
Required Competencies
- The ability to speak, read, and write fluently in English.
- Knowledge of mobile data applications such as Survey DHIS2, CommCare, Survey CTO, KOBO Collect, ODK.
- Well-developed conceptual, critical, analytical thinking and planning skills
- Good report writing skills, strong writing and communication skills and analytical abilities, particularly in the areas of learning, and capacity development/transfer.
- Ability to manage multiple tasks in an effective, pro-active, and timely manner.
- Ability and willingness to undertake extensive travel within the country.
