Swisscontact has been operating in Uganda for more than 25 years, establishing its office in the country
in April 1998. Building on the wider organization’s regional and global experience, Swisscontact in Uganda
strives to support local areas of focus, including skills development, sustainable agriculture,
entrepreneurship, and trade.
Swisscontact is currently recruiting for key positions for an anticipated project in Uganda under
sustainable agriculture thematic area. The project is expected to be funded by funded by ENABEL-Belgian
Development Agency and European Union. The project’s ambition is to transform Uganda’s horticultural
sector into a driver of sustainable economic growth, particularly for young men and women in rural areas.
It aims to create employment and economic opportunities, with a special focus on green jobs, improve
livelihoods, and enhance the economic resilience of 1,600 young Ugandans by facilitating their
participation in both on-farm and off-farm activities along selected horticultural value chains.
We are looking for a motivated candidate to fill the role of MRM Officer for an anticipated ENABEL funded
project. S/he will play an important role in supporting the implementation of the organization’s and
program’s finance department.

Reports to: Project Manager
Purpose
Monitoring and Results Measurement (MRM) Officer is a key staff in the project team and primarily
responsible for overseeing the overall monitoring and results measurement system of the project. The
position is also expected to maintain working relationship with all its project partners in relation to proper
monitoring and supervision of the project’s implementation work. The incumbent is also responsible for
preparing project progress reports, including technical reports and other reports as per project
requirement.

Tasks
• Support the Project Manager and other team members to implement the project as per the donor
mandate.
• Contribute to planning, budgeting, monitoring & evaluation and documenting of project
interventions.
• Lead preparation of partnership strategies, concept notes and intervention plans.
• Lead implementation of activities on the ground and support the Project Manager on strategic
decision-making based on ground realities.
• Ensure that the project delivers all desired targets on time and with quality.
• Establish and operationalize performance management framework for monitoring and overseeing
various project components in coordination with the technical team.
• Develop and operationalize results chain, monitoring and results measurement plan with partner
organizations.
• Develop and operationalize reporting format for all the interventions.
• Develop and operationalize a framework for aggregating quantitative results from the interventions,
analyze the results and present progress to the team within agreed timeline and format focusing on
outcomes.
• Analyze the quantitative data from partners to assess progress towards achievement of outcome and
prepare progress reports.
• Lead development of a knowledge management process to identify the key evidence and lessons
learnt from interventions.
• Contribute to knowledge exchange activities with findings from different interventions and research
studies.
• Support in organize knowledge exchange workshops, identify global learning events and exposure
visits for the public and private institutions and support the organizations to participate in these
events.
• Collaborate with other projects within Swisscontact for efficient and effective project implementation
and mutual learning.
• Actively participate in the Pause & Reflect meetings organized within the framework of the WeWork
project framework.
Communication and Reporting
• Support the Project Manager to prepare project progress reports (monthly, quarterly, bi-annually and
annually), including technical reports and other reports as per project requirement.
• Coordinate closely with the MRM Manager and respond to requests for information.
• Comply with the information/data flow and deadlines established by the donor for the submission of
reports and quantitative information on project indicators, to be uploaded to the project’s Monitoring
Information System (MIS).

• Take lead in organizing different seminars and workshops to disseminate project learnings as and
when required; and represent the project during relevant information events.
• Support the project team to prepare communication materials based on findings.
Technical Expertise
The Officer – Monitoring and Results Measurement needs to have demonstrable experience in:
• Implementing and (or) monitoring projects in agribusiness/economic development, humanitarian
sector, financial inclusion, sustainable livelihoods development, market systems development (MSD
approach), gender mainstreaming and (or) private sector development.
• The incumbent must have strong hands-on experience of developing and using Impact aggregation
system, Project Cycle Management (PCM), Theory of Changes, results chains for monitoring and
results measurement.
• Experience with EU/ENABEL working principles is a plus
• Applicants with familiarity with DCED (the Donor Committee for Enterprise Development) standard
and Result Based Financing will be highly valued.
• Experience and understanding of OECD-DAC (Development Assistance Committee of the Organisation
for Economic Co-operation and Development) criteria for project evaluation would be a plus.
• The experiences of analyzing complex data set and reporting based on data analysis and managing
impact evaluation are mandatory for this position.
• Applicant needs to have practical understanding of managing delicate partner organizations from
Government, private sector and NGO sector of Uganda.
• A strong experience in using and managing MRM information systems
Academic and Professional Background
• Minimum 2-3 years of work experience preferably in research and MRM roles in a development
organization.
• Advanced degree or bachelor’s degrees in business, Development studies, Statistics, and Economics,
Public Policy, Rural Development, Enterprise Development or any other relevant field.
• S/he must have experience of project cycle management with excellent analytical and strategic skills.
• Applicants must have strong leadership and management skills and ability to deliver complex tasks
within deadline in a dynamic and fast-paced environment.
• Applicants must be proficient in English and advanced knowledge of a local language.
• Competency of using computer applications like MS Office (Excel, Word, Outlook, and PowerPoint)
must be at an advanced level.
• Experience of using statistical software will be an added advantage.
