Ministry of Health is Hiring

The Ministry of Health under the Department of National Health Laboratory & Diagnostic Services (NHLDS) has received funding from Global Fund Grant (Microbiology/Amr Program) to fight AIDS, Tuberculosis and Malaria and wishes to use part of the grant to build strong and resilient laboratory systems that provides reference testing including genomic surveillance for pathogens of public health threat.

The Ministry of Health therefore invites suitable qualified candidates to fill the positions existing in the Department of National Health Laboratory & Diagnostic Services

Job Title: Public Health Data Scientist

Number of positions: One (1)

Duty Station: National Health Laboratory and Diagnostic Services- (Headquarters)

Reports to: National Microbiology Reference Laboratory Director

Terms: 2-year renewable Contract

Job Purpose:

The Public Health Data Scientist will be responsible for employing advanced statistical and machine leaming techniques to analyse large and complex healthcare data sets, identifying patterns, trends, and predictive models, working collaboratively with healthcare professionals, researchers, and IT specialists in shaping evidence-based strategies and initiatives.

Qualifications, Competencies and experience

  • A Bachelor’s degree in, Laboratory Medicine, Bachelor’s Degree in Medicine and surgery, Biomedical sciences or a related field and,
  • Master’s degree in Epidemiology, Public Health, Biostatistics.
  • At least 2 years’ working experience in data science, data analytics, applied mathematics, information management or related area is required.
  • Experience of data science tools such as Jupyter, Matlab or similar statistical programming languages such as R, Python
  • Experience with visualization languages and tools like Tableau, Power-BI, Javascript or related tools is desirable.
  • A Post graduate qualification in data analytics, business analytics and data science programs is an added advantage.
  • Experience in using data to advance decisions, strategies and execution is required.
  • Strong proficiency in statistical programming languages (e.g., R, Python).
    Understanding of healthcare data structures, terminologies, and regulations.
  • Excellent analytical and problem-solving skills. and report writing skills.
  • Previous experience in a data science role within the healthcare sector.
    Proven experience in data analysis and predictive modelling, with a focus on healthcare or lab related datasets.
  • Familiarity with healthcare information systems and electronic health records.
  • Experience with conducting and publishing research related work.

Job Title: Monitoring and Evaluation Officer

Number of positions: One (1)

Duty Station: National Health Laboratory and Diagnostic Services- (Headquarters)

Reports to: National Microbiology Reference Laboratory director

Terms: Two-years renewable

Job Purpose:

Designing, implementing, and managing an effective framework for monitoring and evaluation.

Qualifications, Competencies and experience

  • An Honours Bachelor’s Degree in either Economics, or Development Economics, or Quantitative Economics, or Statistics, or. Monitoring and Evaluation or Bachelor’s Degree in Medicine and surgery plus a minimum of a Postgraduate Diploma in Monitoring and Evaluation from a recognized University/Institution.
  • Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Monitoring and Evaluation officer or Economist in Monitoring & Evaluation Department in Government or equivalent level of experience from a reputable organization.
  • Should have extensive experience in training of trainers, developing functional monitoring and evaluation systems, M&E plans for health programs, DOAs, research, training, supervising M&E teams and managing M&E activities.
  • Must be well versed with the Results based Financing to facilitate analysis of the resource inputs and cost benefit which consequently informs planning.
  • Should have good knowledge and advisory skills to guide the development of the programmatic goals, objectives, strategic indicators and activities and familiar with development and review of the Institutional performance management plan (PMP).
  • Must be able to lead baseline studies, midterm and end-term programme/post implementation evaluations (impact evaluation).
  • M&E Experience working within the health sector in International and National NGO/Donors whether of implementation, strategy or policy is an added advantage.
  • Strong analytical and statistical skills.
  • Public health modelling.
  • Effective communication and collaboration skills.
  • Proficiency in data collation and statistical analysis.
  • Good Scientific writing skills
  • Attention to detail and problem-solving abilities
  • Understanding of key performance indicators and feedback mechanisms.

Job Title: Clinical Microbiologist

Number of positions: Two (2)

Duty Station: National Health Laboratory and Diagnostic Services- (Headquarters) Reports to: Commissioner National Health Laboratory and Diagnostic Services Terms: Two-years renewable

Job Purpose:

Supporting microbiology testing services across the national healthcare system. The position involves leadership on Anti-microbial (AMR), surveillance activities, diagnostic stewardship, policy development, and strategic planning to optimize microbiology services and ensure high-quality, standardized testing.

Qualifications, Competencies and experience

• Bachelor’s Degree in Medicine and surgery (MBChB), BDS, or its equivalent

  • Master’s degree in Microbiology (M. Med Microbiology) or its equivalent from a recognized institution.
  • Relevant professional registration and licensing.
  • At least 3 years’ professional experience working with a reputable Organization.

Job Title: Clinical Microbiologist

Number of positions: Six (6)

Duty Station: Regional Referral Hospital.

Reports to: Director, National Regional Referral Hospital Terms: Two-years renewable

Job Purpose:

To support microbiology testing services across the regional tier of laboratories in the network providing microbiology diagnostic and clinical advice essential for the delivery of clinical care across all areas of the health service and all specialties.

Qualifications, Competencies and experience

  • Bachelor’s Degree in Medicine and surgery (MBChB), BDS, or its equivalent
  • Master’s degree in Microbiology (M. Med Microbiology) or its equivalent from a recognized institution.
  • Relevant professional registration and licensing.
  • At least 3 years’ professional experience working with a reputable Organization.

Job Title: Principal Laboratory Technologist – Public Health

Number of positions: Two (2)

Duty Station: National Health Laboratory and Diagnostic Services-(Headquarters).

Reports to: National Microbiology Reference Laboratory Director.

Terms: Two-years renewable

Job Purpose:

To assist the department in responding to and managing disease outbreaks or public health events by overseeing laboratory activities related to sample analysis, diagnostics, and data reporting

Qualifications, Competencies and experience

  • Bachelor’s degree in Medical Laboratory Science, Bachelor’s Degree in Microbiology or a related field.
  • Master’s degree in Medical Laboratory Science, Microbiology, public health or related field

 

Job Title: Laboratory Technologist -Microbiology

Number of positions: Five (5)

Duty Station: National Health Laboratory and Diagnostic Services-(Headquarters).

Reports to: National Microbiology Reference Laboratory Director.

Terms: Two-years renewable

Job Purpose:

To support microbiology testing in the laboratories within the microbiology testing network in the diagnosis, treatment, and prevention of diseases.

Qualifications, Competencies and experience

  • Bachelor’s degree in Medical Laboratory Technology or a related field
  • Registration with the relevant licensing board or council.
  • Strong knowledge of laboratory safety and quality control procedures.
  • Familiarity with national and international laboratory quality standards and regulations.
  • Ability to work independently and as part of a team.
  • Strong analytical and problem-solving skills.
  • Detail-oriented with excellent record-keeping abilities.
  • Knowledge of laboratory information systems and data management.
  • Effective interpersonal and communication skills for collaboration and teamwork.
