TPO Uganda is a National humanitarian and Development Non-Governmental Organization (NGO) that has been delivering services to vulnerable communities in Uganda since 1994. This year, 2024, TPO Uganda celebrates 30 years of transforming lives in Uganda and beyond. Our work covers; Mental, Neurological and Substance Use Disorders (MNS); Child Care and Protection; Gender-Based Violence Prevention and Mitigation; HIV/AIDS Prevention, Care and Support; Disaster Risk Prevention and Response; livelihood support; and, Organizational Development and Sustainability.
Over the years, TPO Uganda has grown into a respectable National NGO with a demonstrable track record in up to 46 Districts spread across seven sub-regions as at May 2024.
TPO Uganda is now seeking applications for the following position under the Project; “Uganda Comprehensive Refugee Health Program (RECOP)”with funding from BPRM-USAID.
The MEAL Officer is a TPO Uganda field-based position. The position is attached to one or multiple projects and is responsible for developing, managing and overseeing the project-based M&E system, data collection, analysis and reporting, data management and quality assurance and training and capacity building in M&E.
The MEAL Officer will develop and manage a functional database with up-to-date information for reporting and decision making. The staff will be responsible for all project related MEAL functions, providing technical MEAL leadership while working closely with fellow project staff and coordination with the MEAL Manager. S/he will be responsible for identifying project-based MEL capacity gaps and work with the MEAL Manager to build the capacity of staff in all MEL related work. S/he will also ensure quality data collected and is entered timely into the different databases being reported to by the MEAL Officer.

Personal specifications knowledge and experience
Advanced degree in social sciences biostatistics, demography, population studies, statistics, Information technology or relevant field.
A postgraduate course in Monitoring and evaluation or post graduate in project planning and management is an added advantage
- Three years’ professional experience implementing MEAL related activities with demonstrated track record and skills in:
- Working in the information management systems.
- Developing and implementing MEAL systems including developing database design, data collection tools and electronic systems for entry, analysis and storage of qualitative and quantitative data (e.g. Ms Access, STATA, SPSS,EPI-Data, E-views and others.
- Strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies.
- Working with relevant Mobile technology and computer applications such as MS Office, Excel, and Access.
- Excellent teamwork including abilities to coordinate well with diverse individuals and teams and
- to negotiate effectively with colleagues and stakeholders to achieve result.
- Good knowledge of Results based Management (RBM) and its application to projects and programs.
- Proficient Knowledge of the trends and issues in international aid monitoring, knowledge
- management and measurement.
- Demonstrated ability to design and implement M&E activities including surveys and qualitative studies.
- Experience in the development of data collection tools and systems for entry, analysis and
- storage of qualitative and quantitative data (e.g. Ms Access, STATA, SPSS,E-views and others
- Strong interpersonal skills and ability to work with minimum supervision and in a team; Excellent written and verbal communication skills in English.
