JOB TITLE: Manager – Program Development and Implementation

Position Description
The Manager-Program Development and Implementation will play a leading role in ensuring overall program growth, quality and impact, ensure that programs are contextually appropriate, monitored closely and funded sufficiently. She will be responsible for developing a coherent program strategy, strong program design through effective M & E systems and represent YWCA in inter-agency meetings.
The incumbent will supervise technical and administrative staff at the head office and branch level and oversee the work of the project partners to ensure a one-team collaborative approach.
Job Responsibilities:-
Program Strategy, Design and Development
- Manage, Monitor and evaluate program performance, impact and outcomes to ensure they meet the intended goals.
- Provide empowering leadership to program staff and branches while ensuring effective and efficient programmatic delivery and high operational performance of YWCA-Kenya’s work.
- Drive quality in programme development and implementation for departmental and field-based program staff, including the development of M & E systems.
- Ensure programs are designed according to YWCA-K Strategic Plan, industry best practices and YWCA program framework.
- Diversify funding sources and implement while ensuring sufficient pipeline for growth and sustainability in resource mobilization, particularly for program funding.
- Provide guidance on programme portfolio priorities and ensure consistency and alignment of national and county programs with the Strategic Plan.
- Tailor programs that foster growth and empowerment of Young Women and Girls within YWCA thematic areas.
- Develop and implement targeted advocacy goals that impact change on relevant areas in response to past gaps and emerging needs for Young Women and Girls.
- Diversify funding sources to ensure a steady flow of funds, especially for program support.
Program Management, Oversight and Implementation
- Develop and maintain strong relationships with key stakeholders including donors and partners.
- Work in collaboration with Program Officers to ensure that program implementation is managed closely through the development of structured work plans, indicator tracking and monitoring plans.
- Provide timely and adequate programme implementation support to Head Office, branches and partners while ensuring quality delivery of new, existing and complex projects
- Support Program Officers and branches to fulfill their budget-holder expectations. Ensure project expenditures are monitored and corrective action is initiated and tracked where required.
- Convene grant review meetings where program performance is reviewed and corrective action taken as needed, and promote program integration.
- Deliver annual YWCA programme budget in terms of financial results and output targets.
- Provide leadership to ensure timely and high-quality progress reports as per YWCA and donor guidelines.
- Provide proper representation in cluster and other coordination forums at national and regional levels.
- Facilitate learning, exchange and effective collaboration with YWCA Kenya.
- Set performance objectives with all supervisees, and conduct scheduled performance evaluations.
- Provide constructive input into dedicated management teams and forums
Representation and Inter-agency
- Represent YWCA in inter-agency coordination meetings, cluster meetings and NGO Consortium meetings.
- Advocate for YWCA’s vision, mission and thematic objectives in external forums and ensure alignment with broader strategic goals.
JOB SPECIFICATION AND OTHER INFORMATION RELATED TO THE JOB
Level of Education/Academic qualification
- Master’s degree in the field of Social science, Gender studies, International development or related social science discipline.
- Experience in leadership positions involving direction over relevant gender, governance, advocacy among others
Other Requirements
- Proven track record in providing effective leadership and management of donor partners, units of operations as well as ability to manage a wide span of control
- Demonstrated experience in new business development (Scoping, consortium building, proposal writing, grants management, budgeting among others
- Experience working with Young Women and Girls-centered activities preferred
- Ability to work with diverse workforce and stakeholders
- Excellent oral and written communication skills in English.
- Flexibility to travel to other duty stations.
