Project Overview
The USAID Local Partner Health Services East Central – Transition Award to Makerere University Joint AIDS Program (MJAP) Activity is a project of MJAP funded by USAID. MJAP was granted this PEPFAR funding award to support public health facilities and their communities in 12 districts and Jinja City: Bugiri, Bugweri, Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo, and Namutumba, to implement quality integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control.
MJAP is looking for competent, passionate, and committed individuals to fill the following positions based in Jinja on a 1-year fixed-term contract:
1. Position: Finance and Operations Manager (1 Position)
Reporting to: Director Financial Management and Operations
Supervises: Senior Finance Officers, Accountant, Administration Officer, Stores Officer, and Procurement Officer
Job Summary: Under the supervision of the Director, Finance and Operations, provide technical oversight to the financial and project operations; ensure effective financial management by providing accounting, administrative, financial management, and logistical support for smooth operation and implementation of project activities.
2. Position: Risk Officer (1 Position)
Reports to: Internal Auditor
Supervises: None
Job Summary: To support the Internal Auditor in overseeing risk assessments and mitigations across all MJAP support functions. The role ensures comprehensive, coordinated, and consistent quality in reporting key risks and implementing risk management strategies, influencing change to strengthen organization-wide accountability.
3. Position: Audit and Compliance Officer (1 Position)
Reports to: Internal Auditor
Job Summary: The Audit and Compliance Officer assists the Internal Auditor in the independent and objective evaluation of the project and subgrantee financial systems, processes, compliance, risk management, and internal controls. S/he will carry out audits, reviews, and investigations to deliver opinions on the effectiveness of controls and risk frameworks across the program for stakeholders.
4. Position: Administration Officer (1 Position)
Reports to: Finance and Operations Manager
Supervises: Drivers
Job Summary: The Administration Officer is responsible for providing oversight and ensuring efficient use of vehicles and asset management in line with the operations guidelines.
5. Position: Procurement Officer (1 Position)
Reports to: Finance and Operations Manager
Supervises: Procurement Assistant
Job Summary: The Procurement Officer coordinates the procurement of supplies and equipment for supported health units and program activities. S/he ensures effective and efficient functioning of all procurement and disposal activities for the project.
6. Position: Procurement Assistant (1 Position)
Reports to: Procurement Officer
Job Summary: Reviews and monitors the implementation of the procurement cycle policy and guidelines to ensure timely availability of quality goods, works, and services at competitive prices, in line with PPDA and MJAP mission.
