
The Mastercard Foundation Scholars Program at Makerere University has been renewed for a second phase from 2023 to 2034. The second phase will offer 1000 scholarships to young African women and men who are admitted to both the Undergraduate and Graduate Academic Programmes at Makerere University’s Main Campus. The Mastercard Foundation Scholars Program aims to deepen inclusive University education and empower young people to transform into leaders who will make meaningful contributions to national and regional development.

POSITION:
SENIOR PSYCHOSOCIAL SUPPORT SERVICES OFFICER
DUTY STATION:
Makerere University, Main Campus
DURATION OF EMPLOYMENT: 4-year contract, renewable on satisfactory performance
REPORTS TO:
Program Operations Lead
Position Summary
Ensure quality and inclusive psychosocial and mental health services are delivered to Mastercard Foundation Scholars and Mastercard Foundation Scholars Program Alumni. The officer shall closely liaise with the Counselling and Guidance Centre and the Makerere University Hospital.
Duties and Responsibilities;
i. Assess the diverse mental health and psychosocial needs of the different categories of Mastercard Foundation Scholars
ii. Generate and manage a roster for Mastercard Foundation Scholars’ annual check-in with the Psychosocial Support Office
iii. Offer customized Mental Health and Psycho-Social Support to Mastercard Foundation Scholars and Alumni, with a critical consideration of inclusivity for students with disabilities, students with refugee status, mother Mastercard Foundation Scholars and international students
iv. Develop and maintain up-to-date counselling logs for Mastercard Foundation Scholars and Alumni
v. Regularly coordinate with other qualified service providers for psychosocial and mental wellness
vi. Oversight responsibility on the services offered by partner service providers within and beyond Makerere University
vii. Co-ordinate capacity building programmes for PIT, Mentors and Peer buddies in providing basic Psychosocial and Mental Wellness support and handling
viii. In liaison with the principal MEAL officer, utilize a student-tracker system for Mastercard Foundation Scholars to engage with the Psychosocial office and other staff/support individuals and mentors
ix. Liaise with the Academics Officer to Monitor the academic progress of the Mastercard Foundation Scholars seeking psycho-social support services
Requirements: Qualifications, Skills and Experience
i. A master’s degree in Counseling Psychology from a recognized University.
ii. A Bachelor’s degree in Social Work, Social Sciences, Community and Org Psychology and Education.
iii. Proficiency in Psycho-social assessments, crisis intervention and case management
iv. Proficiency in Stress Management and building resilence for individuals
v. Knowledge of referral pathways and community resources for mental health support.
Vi. Proficiency in developing and maintaining up-to-date counselling logs for a big group of people
vii. Strong interpersonal and communication skills, with the ability to establish rapport with individuals from diverse backgrounds. viii. Ethical practice in dealing with confidential information
ix. High levels of empathy, cultural sensitivity
x. At least 5 years of professional experience in psychosocial support, counseling, or mental health services in an Institution of Higher Learning xi. At least 5 years of active membership in a recognized professional body, such as the Uganda Counseling Association or the Psychological Association of Uganda, etc

Position Summary:
The inclusion and support services officer shall lead the advancement of inclusion by developing and implementing strategies that promote diversity, equity, and inclusion within the Mastercard Foundation Scholars Program. The officer will serve as a primary point of contact for Mastercard Foundation Scholars requiring reasonable accommodation and support the operations of the Disability Support Centre in liaison with the Office of the Dean of Students.
Duties and Responsibilities
i. Co-ordinate activities of awareness creation/enhancement among Mastercard Foundation Scholars Program staff, Mastercard Foundation Scholars Program Mentors, Mastercard Foundation Scholars and Makerere student leaders on matters of inclusion
ii. Conduct needs assessments for Mastercard Foundation Scholars with special
needs to identify the required reasonable accommodation,
iii. Conduct needs assessments for Mastercard Foundation Scholars with special needs to identify other needs, including academic, social, and mental health support.
iv. Co-ordinate the provision of educational needs, personal assistive devices and personal guides to Mastercard Foundation Scholars with different special needs
v. Ensure accessibility and usability of all Mastercard Foundation Scholars Program online platforms, including the website and application portals. vi. Guide the mentorship and transition Programmes for Mastercard Foundation Scholars with disabilities.
vii. Co-ordinate with the Institute of Open, Distance and e-Learning (loDEL) to ensure Inclusive leaming materials on the Makerere University electronic learning environment (MUELE).
viii. Support the Office of the Dean of Students in implementing the Makerere University Policy on Persons with Disabilities
ix. Support the University in undertaking periodic Disability inclusion audits
x. Support and guide activities that publicize and enhance the services of the Disability Support Centre.
xi. Collect, analyze, and report on data related to inclusion efforts and support services, identifying trends and areas for improvement.
Requirements: Qualifications, Skills and Experience
i. At least a Master’s Degree in Education, Instructional design and technology, or Special Education from a recognized University
ii. A Bachelor’s degree in any of the Humanities from a recognized University
iii. A Diploma/Certificate in Inclusive Education or Disability Inclusion (in case the Master’s degree is not in Special Education)
iv. Proficiency in using assistive technologies for persons with hearing and visual impairments
v. Knowledge in monitoring and evaluation of inclusion concerns in Programme work in an educational institution
vi. Proficiency in Microsoft Office, Google Workspace, and other digital tools.
vii. Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills
viii. At least 5 years experience in supporting the education or learning needs of
students with disabilities
POSITION:
SAFEGUARDING LIAISON OFFICER

REPORTS TO:

Position Summary:
The Safeguarding Liaison Officer shall advance safeguarding at the Program level and, in liaison with the Office of the Dean of Students, at the University level.
Responsibilities:
Program-level
i. Coordinate awareness-creation/enhancement activities for Mastercard Foundation Scholars and Program Staff on safeguarding and their roles and responsibilities.
ii. Prepare Program-level incident reports
iii. Implement, monitor and report on the utilization of the Mastercard Foundation Scholars Program safeguarding checklist
iv. Support the Senior Communication Officer to prepare evidence-based communications regarding safeguarding incidences at the University
v. Consolidate all safeguarding risks or incidences reported by Mastercard Foundation Scholars and Mastercard Foundation Scholars Program Staff into the online Program monitoring system In liaison with the Office of the Dean of Students;
vi. Coordinate activities to create and enhance awareress among students, staff, and partners about roles and responsibilities in safeguarding.
vii. Co-ordinate the engagements of the Makerere University Safeguarding Champions.
viii. Co-ordinate regular safeguarding risk mapping and situation analysis for Makerere University
ix. Establish and manage the risk management register in liaison with support services units
x. Establish monitoring mechanisms to track the effectiveness of Safeguarding initiatives
xi. Establish and update the University incidence register an prepare incident reports for University Management to consider
xii. Support monitoring the implementation and review of the Makerere University Safeguarding policy
xiii. Support the operations of the Makerere University Safeguarding Steer Committee
In liaison with the Gender Mainstreaming Department;
xiv. Manage the MakSafeSpace Safeguarding e-reporting syster and liaise with mandated units to address different safeguarding concerns
Requirements: Qualifications, Skills and Experience
i. At least a Master’s Degree in any of the Humanities or Natural Scienc s disciplines from a recognized University
ii. A Bachelor’s degree from a recognized University
iii. A Diploma/Certificate in safeguarding principles and practices in higher education
iv. A postgraduate qualification in Monitoring and Evaluation or Project planning
and Management is an added advantage
v. Proficiency in Microsoft Office and Google Workspace, and other digital tools such as programmes and software for record-keeping and monitoring vi. Ability to maintain confidentiality and handle sensitive information with discretion.
vii. Strong ethical standards and a commitment to promoting a safe and incliusive environment.
viii. Empathy and active listening skills, with the ability to support individuals in distress.
ix. Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills
x. At least 5 years’ experience in advancing gender, safety and well-being equality, social protection, and advocacy for young people in higher education institutions.
