Enabel in Uganda is seeking to recruit a dynamic and competent individual to fill the position of Institutional Development Officer based in Kampala with frequent visits/ travels to the partner institutions ( in Hoima, Jinja and Fort Portal)

 

The Institutional Development Officer will ensure improving participatory management in 3 health training institutions.

Joining Enabel as an Institutional Development Officer you will be directly reporting to the Project Manager- We Train 4 Health and you will perform the following key tasks;

  • You coordinate an initial assessment on the general management capacities of the Institutional management teams (Governing Councils, Top Management) in the Partner Institutions.
  • You develop and implement a strategy to strengthen HR management in the partner Institutions, especially related to the following issues: accountability; staff appraisal and career management of staff; staff’ code of conduct and professionalism.
  • You contribute to the dissemination and implementation of national policies related to the management of the Health Training workforce
  • You collect the appropriate monitoring information and data to feed the M&E (monitoring & evaluation) systems
  • You ensure all institutional development project activities are well managed, coordinated, monitored and achieve the desired results.

Your profile

  • Masters’ degree in Public Administration, Institutional management, Financial Management, Educational Management, Human Resources Management, Development Economics, Development Studies or its equivalent.
  • At least 5 years’ proven experience in management practices;
  • At least 3 years’ proven experience in institutional capacity development for public institutions.
  • Experience in public finance management, procurement management and/or public sector reform;
  • Experience in digitalization of management practices, especially in the field of finance, academic management and Institutional management
  • Experience in capacity development and knowledgeable about change theories
  • Experience in digitalization of management practices, especially in the field of finance and academic management;
  • Experience in working in and with NGO’s or in bi- or multilateral agency
  • Experience in cross cutting issues (gender, special needs education, …)

We offer you

  • A salary package comprising an Annual gross salary between UGX 84,000,000 and UGX 96,000,000 that is commensurate with experience and in accordance with our salary scales, medical insurance and a 13th-month paid in December.
