Health and Development Support Programme (HANDS) is a homegrown Non-Governmental Organization that is officially registered in Nigeria. It was founded in 1995 with the primary goal of supporting the National Onchocerciasis Control Programme in Nigeria as CBM Onchocerciasis Control programme. Over time, HANDS has broadened its scope to encompass various initiatives aimed at improving public health, fostering development, and providing emergency services. HANDS envisions a quality life with equal opportunities in an inclusive society. The organization collaborates with communities, government agencies, and developmental organizations to achieve its objectives. The organization is active in the FCT and multiple states across Nigeria, focusing on controlling and elimination of Neglected Tropical Diseases (NTDs), preventing blindness, promoting disability inclusion, offering clubfoot treatment, and providing reproductive health, gender mainstreaming and emergency response services. HANDS’ headquarters is situated in Jos, Plateau State, Nigeria.

Job Title: Human Resource Officer

Job Description
- The job holder is responsible for coordinating human resources for HANDS.
- Designing competitive salary to attract and retain top talent
- Oversee the payroll process, ensuring that employees are paid accurately and on time, including salaries, bonuses and overtime
- Ensuring compliance with tax laws and regulations related to payroll, including withholding taxes and reporting requirement
- Support the development of and implementation of Human Resource initiatives and systems.
- Provide timely and consistent HR data for the Organisation to facilitate the preparation and dissemination of HR reports.
- Facilitate recruitment – right from approval of positions, advertisement, candidate selection, process placement and induction.
- Ensure employment contracts and up-to-date job descriptions are in place and inform the Administration and Human Resource Manager in a timely manner of contract end-dates.
- Coordinate the effective implementation of the annual performance management process including staff development plans by line managers in line with agreed timelines.
- Manage and coach the staff under direct line management, which includes: selection, job description updates, performance management, capacity development planning, work plans and follow up, delegation and motivation.
- Support in administering employee compensation and benefit programmes including payroll processing and employee queries regarding benefits
- To work with the Admin Officer to review, update and manage HANDS policies
- To work with the safeguarding officer to review HANDS safeguarding policy and constantly receive update on safety and security from HANDS supported states.
- Participate as required upon receiving reports of any form of misconduct as guided by HANDS Admin & HR Manager or Programme Director.
- Model and promote HANDS values, culture and inclusive practices and promote disability and gender equality with colleagues
- Serve as a point of contact for employees to address concerns, resolve conflicts and promote a positive work environment
- To prepare salary scale for HANDS in line with standard practice
Qualifications: Education, Experience, Skills, Attitude and Competencies
- Bachelor’s Degree in Public Administration and any Business-related courses.
- HRM professional membership is an added advantage
- A minimum of 5-years of experience in an in a similar role ensuring effective operations in administration, systems and controls particularly with an international development organization.
- Highly organized, flexible, self-directed and comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
- Ability to proactively anticipate any potential issues or risks for the office and submit appropriate recommendations to address them
- High level of professionalism, maturity and integrity when dealing with sensitive information and issues.
- Willingness to commit and adhere to HANDS’s values and Safeguarding Policy
- Reflect HANDS values in daily work.
- Understanding of labour laws and disciplinary procedures
- Helicopter view of issues.
- An effective team player who is able to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds.
- Ability to prioritize work and meet deadlines.
- Ability to perform all tasks in a confidential manner.
