The job holder has the responsibility of coordinating the day-to-day preservation activities of the allocated Lot construction quality staff and CONTRACTORs site works. They will ensure all preservation works are carried out using safe working practices and are completed in accordance with the project reference codes, standards, drawings and specifications.
ACTIVITIES:
* The HSE Administrator reports to the Project H3SE Manager and is an office-based position, the position has the potential for development opportunities throughout the duration of the project in line with local/national content commitments.
* In support of the Construction team, the HSE Administrator will be responsible to ensure the following specific HSE requirements are adhered to.
- Conduct yourself with exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.
- Implement, use, and communicate safe work practices at project sites.
- Communicate, mentor, and promote the Zero Harm program.
- Work within a multi-cultural business framework and provide ethical and compliant support.
- Be suitable and able to relief curtain roles in the HSE department predominantly in Data Analysis
- Coordinate and update reports, records and filing systems.
- Support maintenance of databases and updates of HSE ‘e’ systems.
- Act as department Fire Marshal and First Aider if required.
- Deliver H2SE Office and Project Inductions.
- Manage PPE stock, vendors, issue, and inventory management.
- Support project field HS with safety materials when and as required.
- Support coordinate project contractor HSE meetings.
- Develop H3SE communications, layouts and templates in various formats from canvas or Adobe Creative Suite
- Organize & Support H3SE team mobilization and onboarding as well as field deployment
REQUIRED COMPETENCIES:
- Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
- Knowledgeable in Office 365 Business Suite, preferably mid to advance knowledge in excel formulas i.e. pivot table, vlook ups.
- Good Working knowledge in Power BI, Tableu or Dashboard creation using Excel.
- Advance written and spoken English
- Knowledge of HSE, plans, policies, and regulations and systems used to support (electronic reporting systems)
- Ability to coordinate and organize meetings, functions and events
- Have extensive experience in designing art and creative works using Canva or Adobe or any other similar software
CONTEXT AND ENVIRONMENT:
- The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
- Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
- The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
- The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8×2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
ACCOUNTABILITIES
- Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordinating EACOP project teams processes.
QUALIFICATIONS AND EXPERIENCES REQUIRED:
- 2-year diploma / 3 yr Degree qualified (ideally in HSE/administration/IT) with 2 years’ work experience is preferred.
- 5 years’ experience as an HSE Administrator ideally with IT and graphic design or as well as creative works and publications
- Experience working within an HSE department in a project environment.
- Knowledge and understanding of HSE management systems and implementation thereof
- Preferable experience in reviewing and collating HSE metrics (Leading and Lagging Indicators)
- Preferable experience in advanced MS office app. i.e., Excel, and PowerPoint.
- Full knowledge and experiance of Power BI / Microsoft forms / Power Apps and MS Lists
- Certificate or more in creative design software like Canva, Adobe creative suite
