
Overview
The Finance Officer is responsible for providing financial support to Jhpiego Rwanda Office and related programs to ensure the smooth running of the office in Kigali. This includes handling day to day financial operations of the office, with particular emphasis on handling accounts payable and receivable, expense reports, cash handling, payments and compliance to Jhpiego and donor financial policies. Implements and maintains an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego’s financial operations. The incumbent will also be supporting budget preparation for new projects and ensuring compliance with financial regulations. The Finance Officer will handle specific zonal payments and manage both petty cash and VAT-related tasks.

Responsibilities
All staff members of Jhpiego, regardless of the level of their responsibilities are expected to:

Generic Responsibilities
- Financial Operations:
- Manage daily financial transactions, including processing invoices, payments, and reimbursements.
- Maintain accurate financial records and ensure proper reconciliation of accounts.
- Assist in preparing financial reports and statements for management review.
- Compliance and Control:
- Ensure compliance with financial policies, procedures, and regulatory requirements.
- Support internal and external audits by providing necessary documentation and evidence.
- Budget and Financial Planning:
- Assist in the preparation of budgets and financial forecasts.
- Monitor budget performance and expenditures.
- Support the design and development of budgets for new projects, collaborating with project managers to align financial plans with project objectives.
- Collaboration and Support:
- Work collaboratively with other finance officers and staff to ensure smooth financial operations.
- Provide support and training to finance team members as needed.
Specific Responsibilities
- End-of-Month Closure:
- Participate in the end-of-month financial closure process, ensuring accuracy and completeness of financial records.
- Manage and process participant payments for specified zonal offices:
- Muhanga and Central (TBH)
- Rwamagana and Musanze (Isaure)
- Ensure timely and accurate processing of all payments.
- Conduct surprise petty cash counts to ensure proper management and adherence to petty cash policies.
- Prepare and submit VAT returns and claims in compliance with local tax regulations.
- Oversee the financial filing system, ensuring all documents are organized and stored both physically and digitally.
- RRA Purchase Code Management:
- Support in managing and overseeing the RRA purchase code, ensuring compliance with relevant procurement regulations.
Required Qualifications
- Bachelor’s degree in accounting, Finance, or Business Administration. Having a CPA or ACCA is an asset.
- Minimum of six (6) years relevant experience in finance or accounting from International NGOs or International Development Agencies.
- Knowledge of USAID regulations would be an added advantage.
- Previous experience with nonprofit organization will be an added advantage.
- An understanding of maintenance of ledger entries, bookkeeping skills and bank reconciliation.
- Computers skills including use of spreadsheets and/or accounting packages.
- Good oral and written communication skills to effectively communicate findings and analyses.
- Be cooperative, hardworking, flexible & dependable.
- Be of high integrity and have a sense of confidentiality.
- Having permit to work in Rwanda is mandatory.
