About the National Taxpayers Association:

National Taxpayers Association (NTA) is an independent, non-partisan organization focused on promoting good governance in Kenya. Since 2006, NTA has been implementing programmes focused on enhancing public accountability through monitoring the quality of public service delivery and the management of both the national government and devolved funds. It has achieved this through the development of social accountability tools Citizen Report Cards (CRCs), civic awareness, citizen capacity-building, and partnerships with government agencies, service providers, the private sector, civil society, and community action groups.

Project Background:

The National Taxpayers Association (NTA) is implementing a project entitled “Democracy, just societies and climate justice in Kenya” with support from OXFAM in Kenya. The project advocate for pro-poor DRM as an alternative for raising revenue and emphasizing the need for just and gender-sensitive revenue-raising measures. The project aims at having a society where women, young people and communities of Kenya live in a more just, peaceful and sustainable country that leaves no one behind and provides a resilient, sustainable future through just economies, gender and justice.

Accordingly, the project is driven by an objective where revenue and public budgets are expanded and made significantly more progressive and gender sensitive in Kenya. This will be ensured through enhanced civic actions on the PFM cycle in Nairobi City County to Promote inclusive, transparent, and accountable service delivery; enhanced progressive taxation influenced by CSOs advocating for progressive taxation; and enhanced civic space informed by strengthened government institutions responsive to citizen demands.

In increasing sharing of knowledge and coordination of fiscal initiatives in Kenya, the National Taxpayers Association (NTA) will engage Citizen Accountability Groups (CAGs) in assessing development projects in the Health Sector in Nairobi City County to address accountability issues on development of the Health projects in the sector

About the Role:

The main role of the enumerators will be to;

  • Administer structured questionnaires to health care providers and staff at the designated facilities.
  • Ensure accurate and timely data collection
  • Maintaining data confidentiality and integrity
  • Providing feedback on the collected data, highlighting clearly in pictorials and videos areas of improvement.

Consultancy Responsibilities and Management Arrangements

The enumerator shall work under the supervision of the Project Officer in liaison with the NTA Programs team.

Qualifications

  • Excellent communication and interpersonal skills.
  • Strong attention to detail and accuracy.
  • Ability to work independently and as part of a team
  • Demonstrated Experience in data collection or research is an added advantage.
  • High-quality analytical and writing skills.
  • Excellent research and writing skills in English.

The enumerator who meets the above requirements should express their interest by submitting the following:

  • Suitability statement, including a CV and commitment to availability for the entire period of undertaking the assignment.
  • Samples of previous similar work.
  • Contacts of three referees recently contracted the enumerator for similar assignments.
