PROJECT BACKGROUND:

The USAID Feed the Future Uganda Water and Food Systems (WFS) Activity. is a five-year activity (2023-2028) implemented by the Development Alternatives Incorporated (DAl Global LLC) as a lead partner with funding from USAID Feed the Future in partnership with Catholic Relief Services, Stantec, Market Share Associates, and the International Water Management Institute. The Activity aims to inclusively and equitably improve food and water security in the Kyoga Basin in Northeastern Uganda, specifically three watersheds – Lokok, Awoja, and Lokere, by empowering individuals and communities to mitigate and adapt to shocks and stressors in order to improve livelihoods, maintain nutrition and health wellbeing, address drivers of conflict, and reduce reliance on humanitarian assistance.

The activity aims therefore to achieve results under the following development objectives:

  1. Improve water supply and integrated water resource management.
  2. Increase equitable access to sanitation and hygiene services for households and schools.
  3. Improved agriculture-based livelihoods.
  4. Increased consumption of nutritious foods among women and children.
  5. Expanded access to financial resources for women, men, youth, indigenous people, and marginalized groups.
  6. Improve local capacity to manage shocks and stressors.

1. The DCOP/Senior Technical Advisor. (Moroto-1 Position)

The DCOP/Senior Technical Advisor for the FF WFSA project serves as the primary technical contact, overseeing the project’s technical quality and direction across areas like climate resilience, water supply, disaster risk management, financial inclusion, nutrition, and agriculture.

Responsibilities include coordinating technical team activities, liaising with USAID/Uganda and partners, providing technical guidance,

integrating monitoring and evaluation data into planning, contributing to program budgeting, supervising subcontractors, ensuring quality control of project outputs, and identifying technical gaps. The role also involves strategic communication and collaboration across result areas and key stakeholders, with direct supervision of technical leads and the Senior Program Manager, reporting to the COP.

Job Requirements: Advanced degree in agriculture, natural resources management, environmental management, or related field, 12+ years of relevant professional experience, including a minimum of 5 years working on programs in relevant technical areas, such as food security, agricultural development, market systems, or climate resiliency, experience with USAID or donor-funded agriculture or water-related programs in Eastern Africa region preferred, Previous supervisory experience required, professional English skills required and interpersonal and cross-cultural skills.

2. Knowledge Management & Communications (KMC) Specialist (1 Position based in Moroto)

This position will lead knowledge management and communication efforts for the WESA project. This role involves collaborating with the WFSA team to synthesize project results, enhance outreach, and promote knowledge-driven programming. The specialist will share knowledge products through various channels, engage partners and communities of practice with innovative communication strategies, and enhance project visibility

• Additionally, the KMC Specialist will document and disseminate project achievements and lessons to support ongoing learning and improvement.

This position is based in Moroto, Uganda, with travel as needed to report on project activities.

Job Requirements: Bachelor’s degree in communications or a relevant field; Advanced degree preferred; At least 9 years of experience in knowledge management, communications, including writing success stories, social media, report writing, and producing visual presentations, experience in multi-media communications approaches including conducting interviews and writing success stories, photography and videography, social media that showcase project milestones, Experience in creating and implementing knowledge sharing platforms, demonstrated knowledge of USAID Branding, Professional proficiency in English. is required, and proficiency in local languages is preferred.

3. Senior Program manager (1 position based in Moroto)

The Senior Program Manager is tasked with providing rapid and ongoing support to both the Chief of Party and Deputy Chief of Party/Strategic Technical Advisor on field-based activities. S/he will oversee, coordinate, and monitor project activities; ensure compliance with USG procedures; and support quality assurance of technical reports and other deliverables.

S/he will provide technical assistance and regularly liaise with technical leads. The Senior Program Manager supervises the Catchment Managers for all catchments and reports to the Deputy Chief of Party/Senior Technical Advisor.

Job Requirements: Advanced degree development studies, economics business, agriculture, water/environment/natural resource management, or related field, 10+ years of relevant professional experience. Experience with USAID or donor-funded water-related programs in Uganda preferred, demonstrated skills working in the technical areas of water management systems, climate adaptation and livelihoods preferred. Professional proficiency in English (oral and written) is required, and proficiency in local languages is preferred.

4. Nutrition and Agricultural Linkages Senior Specialist (Moroto-1 Position)

The Nutrition and Agricultural Linkages Senior Specialist will provide technical oversight for WESA’s achievement of performance targets under Intermediate Result 4 (IR4), dealing with increased consumption of nutritious foods among women and children. S/He will play a pivotal role in ensuring that nutrition-sensitive agricultural practices are integrated into project activities. The Nutrition and Agricultural Linkages Specialist will work closely with nutrition focal persons, VHTs, local farmers, district local government authorities, NGOs/CBOs/FBOs, and other relevant stakeholders to promote nutrition-sensitive agricultural practices.

Job requirements: Bachelor’s degree in nutrition, agriculture, agronomy, or related field. Advanced degree preferred. 9+ years of relevant professional experience, with a minimum of 5 years’ experience on nutrition-sensitive practices, agriculture, food security, or integrated development programs, Experience with USAID or donor-funded nutrition programs. Professional proficiency in English is required, and proficiency in local languages is preferred.

5. Nutrition Senior Officer (Moroto-1 Position)

The Nutrition Senior Officer is essential for achieving WFSA’s performance targets under Intermediate Result 4 (IR4), focused on increasing nutritious food consumption among women and children. S/He will assist the Nutrition and

Agricultural Linkages Senior Specialist in managing

technical activities related to enhancing access to diverse, nutrient-dense foods, with a strong emphasis on women and children. The officer will provide expertise in food processing for nutrition and will collaborate with the SBC team to design and implement educational campaigns promoting the consumption of nutritious foods within communities.

Job Requirements: Bachelor’s degree in nutrition, agriculture, public health, or related field. Advanced degree preferred. 8+ years of relevant professional experience, with a minimum of 5 years experience on nutrition-sensitive agriculture, food security, or integrated development programs. Experience with USAID or donor-funded nutrition programs.

6. Senior Human Resources Manager (Moroto-1 Position)

The Senior Human Resources Manager will support the project team in all HR activities, including staffing, recruitment, employee relations, performance reviews, benefits, retention, and capacity development, in line with DAl’s policies and USAID requirements. S/He will work with senior leadership to oversee the staffing plan and onboarding process, ensuring project activities are optimally resourced for talent and retention. Other responsibilities include maintaining employee records, implementing an annual review plan, providing HR guidance, and supporting staff learning

and development. The Senior HR Manager will supervise the HR team, including the HR Officer.

Job Requirements: Bachelor’s degree in human resource management or related field; an advanced degree or a Senior Professional in Human Resource -International (SPHRi) certification is preferred, Minimum of 10 years work experience in Human Resources, prior experience working on USAID or other donor-funded projects, Prior experience working in Uganda, Prior experience in leadership development, Knowledge of Uganda Labor Law and/or Legal Regulations on labor is required, Professional proficiency in English is required, and proficiency in local languages is preferred.

7. Human Resources Officer (Moroto-1 Position)

The Human Resources Officer supports the Senior Human Resources Manager in all activities related to Human Resources according to DAl’s policies and procedures and USAID requirements. S/he supports DAl plays a pivotal role in the facilitation of the recruitment process to quickly and compliantly address staffing needs.

Job Requirements: Bachelor’s degree in human resource management or related field. Minimum of 6 years work experience in Human Resources, including recruitment, negotiation, employee performance management, and compliance. Prior experience working on USAID or other donor-funded projects preferred. Knowledge of Uganda Labor Law and/or Legal Regulations on labor preferred. Prior experience working in Uganda.

Professional proficiency in English is required, and proficiency in local languages is preferred.
