Communications, Learning and Advocacy Adviser

Job Description

The Communications and Learning Advisor will support the implementation of the influencing strategy that is core to the systems strengthening aims of the programme. S/he will work closely with Component Leads together with Senior Leadership Team (SLT), district teams, grantees and technical leads to help use communications to influence changes in policy in practice to better support children’s education and implement excellent knowledge management practices.

The Communications And Learning Advisor Will

  • Support the development and implementation of the programme’s influencing strategy, including mapping and better understanding key stakeholders and audiences and helping to identify opportunities to use communications to advance strategic objectives by influencing changes in policy and practice for better and more inclusive educational opportunities.
  • Support the drafting, designing and production of communications documents and publications, working with colleagues and external suppliers where necessary.
  • Support the identification and creation of dissemination and engagement opportunities (events and processes) where communication products can be used to influence key stakeholders in line with programme objectives.
  • Support the collection and quality assurance of case study stories, digital images and other communications content generated by the team in line with influencing priorities and agreed communication products.
  • Support the coordination of influencing communications activitieswith government agencies where appropriate.
  • Support to deliver campaigns, behaviour change messages and materials.
  • Deliver visual identity ensuring that presentations and publications are in line with the Client and Company visibility and branding requirements.
  • Support the management of information and knowledge products generated across the program and staff
  • Ensure social media presence is kept up to date and engaging in line with influencing objectives.
  • Support media relations where this aligns to the influencing strategy

This role is at the centre of the programme’s aim to not only deliver a successful project in the areas where we are more directly implementing but to have a catalytic impact on the education sector more generally.

Candidate Specification

Skills and Knowledge

  • Ability to understand connections between multiple intersecting elements of a system
  • Ability to understand political economy and how this connects to evidence and learning
  • Ability to prioritise and work under pressure.
  • Ability to work in a collaborative team setting.
  • Proficient in using MS packages, particularly Word, Excel and PowerPoint
  • Strong organisational skills, reliability, and adherence to ethical standards
  • Excellent verbal and written communication skills
  • Fluency in written and spoken English, Kinyarwanda preferred.

Experience

  • Experience of working on large and complex system strengthening education programmes
  • Experience of leading communication and/or learning approaches on projects
  • Experience of using evidence to produce influence communications
  • Experience of FCDO reporting requirements
  • Experience of working with a diverse and complex set of stakeholders
  • Experience with the Rwandan education system

Background

Cambridge Education has been awarded the FCDO funded Girls in Rwanda Learn (GIRL) programme, a 6-year programme (Nov 2024 – Jun 2030). GIRL is the FCDO’s new bilateral education programme in Rwanda, building on components of the previous Learning for All (LFA) programme (2015-2023). The LFA programme worked to improve learning outcomes in English and Mathematics in all government and government-aided schools in Rwanda, with a special focus on girls and including children with special educational needs. GIRL has been designed to build upon this work by continuing to focus on foundational learning outcomes in English and Mathematics, with an even stronger focus on girls’ education and inclusive education. It will work to reduce school drop-out and improve transition to lower secondary or other learning pathways, particularly for girls and children with disabilities. The programme is made up of 3 main components:

  • Component 1 will focus on improving learning outcomes in English and Math and providing technical assistance to the Government of Rwanda to strengthen capacity and the policy environment for improved foundational learning.
  • Component 3 will focus on managing an innovation fund for out-of-school girls using a test-learn-adapt approach.
  • Component 5 will focus on technical assistance and advocacy to the government around foundational learning and out-of-school girls, to ensure approaches are scaled and evidence from the programme feeds into policy and programming in the sector.
