About the Company:

Uganda Healthcare Federation (UHF) is an umbrella organization affiliated to the East Africa Healthcare Federation and as such represents the interests of non-state health players in Uganda. UHF was formed in 2010 borne from the need to have an umbrella body, which unites and represents all players in the private health sector in Uganda. UHF has been successful in attracting a broad membership of 56 associations and corporate organizations within its first year and hosted the 2012 EAHF inauguration Conference in Kampala.

 

Job Summary:   UHF seeks 3 full time staff members, to work in project cluster offices in Kampala, Wakiso and Mukono. These three individuals will work under the overall guidance and supervision of the Private Sector Engagement Director. The Private Sector and Partnership Officers will be responsible for implementing project Private Sector Engagement (PSE) activities, including conducting assessments, ensuring quality assurance, facilitating public-private sector dialogues, and coordinating stakeholder engagement in Kampala, Mukono, and Wakiso districts. The role will involve collaboration with the District Health Teams, Health Unit Management Committees (HUMCs), Facility In-Charges, implementing partners, the private sector (including non-health actors), Government of Uganda (GoU) structures at district, facility, and community levels, and other key stakeholders to drive the success of PSE efforts within the target districts.

 

 

Key Duties and Responsibilities:

Planning, Implementation, Monitoring, and Reporting

  • Contribute to the implementation, monitoring, and evaluation of PSE activities.
  • Assist in reporting project progress, including writing monthly, quarterly, and annual reports.
  • Contribute to the project’s learning agenda and performance improvement efforts.
  • Engage stakeholders in climate and environmental protection activities.
  • Support the planning and implementation of private health sector primary healthcare (PHC) strengthening activities.

Partnership Development & Stakeholder Engagement

  • Engage with District Health Teams, health facilities, government structures, and other partners to promote private sector engagement in health.
  • Organize and facilitate meetings to foster private sector collaboration.
  • Assist in mapping private sector partners, including non-health actors, for collaboration in the target districts.
  • Actively participate in planning and partner meetings, district events, and forums.
  • Promote linkages between the public and private sectors within the target districts.

Capacity Building and Training

  • Support the selection and orientation of target health facilities.
  • Assist in assigning and training district Public-Private Partnerships for Health (PPPH) focal persons.
  • Train district focal persons to effectively carry out their roles and responsibilities.
  • Support private facilities in implementing the Self-Regulatory Quality Improvement System (SQIS+) and other quality improvement initiatives.
  • Participate in peer-to-peer support supervision and quality improvement activities.
  • Provide technical assistance to private facilities to address identified gaps.
  • Build the capacity of private facilities in data management and reporting.

Awareness & Information Dissemination

  • Promote project visibility by raising awareness about project interventions within the target districts.
  • Distribute Information, Education, and Communication (IEC) materials, including posters and flyers.

Qualifications, Skills and Experience:

  • University degree in business management, economics, public health, health policy, social sciences, development studies, Information Technology, or related field.

Experience and Skills:

  • Minimum of 3 years of relevant professional experience working with the private health sector.
  • At least 3 years of experience in designing and implementing PSE initiatives within the health sector.
  • Proven experience in engaging both public and private sector stakeholders across multiple partners.
  • Excellent communication, interpersonal, and computer skills.
  • Experience working in the health sector or on USAID-funded projects is highly preferred.
  • Willingness to learn and adapt to the evolving needs of the role.
  • Strong written and verbal communication skills in English.
