PROJECT BACKGROUND:

The USAID Feed the Future Uganda Water and Food Systems (WFS) Activity is a five-year activity (2023-2028) implemented by the Development Alternatives Incorporated (DAI Global

LLC) as a lead partner with funding from USAID Feed the Future in partnership with Catholic Relief Services, Stantec, Market Share Associates, and the International Water Management Institute. The Activity aims to inclusively and equitably improve food and water security in the Kyoga Basin in northeastern Uganda, specifically three watersheds – Lokok, Awoja, and Lokere, by empowering individuals and communities to mitigate and adapt to shocks and stressors in order to improve livelihoods, maintain nutrition and health wellbeing, address drivers of conflict, and reduce reliance on humanitarian assistance.

The activity aims therefore to achieve results under the following development objectives:

  1. Improve water supply and integrated water resource management.
  2. Increase equitable access to sanitation and hygiene services for households and schools.
  3. Improved agriculture-based livelihoods.
  4. Increased consumption of nutritious foods among women and children.
  5. Expanded access to financial resources for women, men, youth, indigenous people, and marginalized groups.
  6. Improve local capacity to manage shocks and stressors.

The WFS Activity is currently seeking for candidates to fill in the job vacancies listed below.

  1. Monitoring, Evaluation, and Learning (MEL) Manager (Moroto)

Reporting to the MEL Director, the Monitoring, Evaluation, and Learning (MEL) Manager will design and manage systems for data collection, monitoring, and evaluation (M&E), and knowledge Management (KM). S/he will ensure that the Project teams generate data and learn from Project activities on an ongoing basis to identify the highest return opportunities, ensure effective KM, inform the activity’s adaptive management approach, and improve activity accountability and effectiveness. S/he will directly supervise three MEL Officers.

Job Requirements: Bachelor’s degree in a relevant field. Advanced degree in statistics, sociology, demographics, or other field related to monitoring and evaluation is preferred At least 12 years of experience in monitoring, evaluation and learning of donor-funded development activities, including implementation of baseline and midline surveys, and managing large M&E databases. Demonstrated knowledge of USAID MEL requirements and reporting protocols preferred. Experience in development and implementation of learning agendas, including knowledge management and documentation learning. Prior work experience in Uganda. Professional proficiency in English is required, and proficiency in local languages is preferred.

2. Catchment manager (Moroto, Kapchorwa and soroti)

The Catchment Manager (CM) will supervise the staff of the catchment office to ensure technical designs and administrative policies are implemented according to the annual work plan and Activity policies and procedures respectively. The CM will cultivate local relationships with, and linkages between local public and private sector stakeholders and as such will be an important representative for the Activity at the local level. S/he will monitor implementation at the catchment and support the Implementation Director in staying informed on nuanced community needs and location-specific implementation considerations.

Job Requirements: Advanced degree in agriculture science/economics, economics/ business, environmental management/ IWRM, public health or related field, plus a minimum of 9 years of relevant work experience; Or bachelor’s degree in agriculture science economics, economics/business, environmental management/science, integrated water resources management, public health, or related field with minimum of 11 years of relevant work experience. Prior supervisory and/or project management experience for large teams is required. Demonstrated experience working in catchment area and prior experience working for or with USAID-implemented Activities or donor-funded agriculture or water-related programs in Uganda is preferred. Professional proficiency in English is required, and proficiency in local languages is preferred.

3. Grants & Contracts Manager (Moroto)

The Grants and Contracts Manager will provide technical assistance to the WFS Activity team for the Grants Under Contract (GUC) program. He or she will work closely with the Chief of Party (COP) and Director of Finance and Operations (DFO) to provide the strategic direction of the GUC component; as well as lead the pre-award assessments and preparation of grant agreements. He or she will plan, coordinate, and execute the pre-award training with potential sub-grantees on the requirements of proposal preparation, the submission process, and financial management in compliance with USAID rules and regulations.

Job Requirements: Bachelor’s degree in accounting, Finance, Business Administration or equivalent. An advanced degree, MBA, or equivalent is preferred. 9 years of relevant experience and progressive responsibility in finance and accounting, relationship management with partners, project operations at the senior level of an organization.

Experience managing budgets of $10 million or more with a minimum 2 years of experience managing USAID funded projects. Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations. Experience supervising staff with demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, etc.).

Prior experience working in Uganda and professional proficiency in English are required.

4. Data Manager (Moroto)

The Data Manager will support WFS – Activity performance information. He/she will be responsible for managing data, preforming data analytics, and visualization. This support will also include the creation and maintenance of databases, dashboards, and websites. The Data Manager will also assist project stakeholders in reporting and aggregating indicator data and in using new online software to report performance results. The role reports to the Monitoring, Evaluation and Learning (MEL) Director

Job Requirements: Degree in information technology; data analytics; development economics, statistics, business, or development administration; political science; economics or development studies. At least 9 years of experience in database management, knowledge management, and data visualization. Demonstrated knowledge of experience working with USAID funded projects and information systems with proven proficiency in statistical packages such as ArGIS, STATA, SAS, SPSS, and Microsoft packages particularly Excel and Access. Ability to generate data tables, charts, graphs will be a key requirement. Excellent communication, writing, facilitation, and presentation skills and fluency in English is required. Demonstrated ability to manage high-level relationships with partner organizations and implementing partners/ grantees.

5. Operations Manager (Moroto)

The Operations Manager will provide a direct support to the Operations team in ensuring day-to-day office management and operations with high level of efficiency. S/he will collaborate and seek technical guidance from the Director of Finance and Operations, to ensure the project’s needs are considered throughout the execution of the operations role.

Job Requirements: Bachelor’s degree in business administration, management procurement, supply chain management or any related field. Minimum of 9 years of relevant experience in operations management with a good blend of procurement, logistics, administration, Security, or related area with prior experience in USAID project operations management is desirable. Professional proficiency in English is required, and proficiency in local languages is preferred. Good working knowledge of Microsoft Word, Excel, Outlook and PowerPoint. A customer service-oriented individua with ability to deal with all service providers. Must have a valid Uganda driver’s license.

6. Access to finance Senior Specialist (Moroto)

The Access to Finance Senior Specialist will have a key role in leading the design, implementation, adaptation, reporting, and learning of all Result 5 (Expanded access to financial resources for women, men, youth, indigenous people, and marginalized groups) interventions, as well as advise other technical personnel on relevant cross-cutting interventions with the other project Result Areas. The Access to Finance Senior Specialist reports to the Agriculture and Livelihoods Lead.

Job Requirements: Advanced degree Finance, Economics, Business Administration, Accountancy, Development Studies, or related field with at least 9 years of relevant professional experience. Experience with USAID or donor-funded water-related programs in Uganda preferred. Demonstrated skills working in the technical areas of access to finance opportunities and constraints in Uganda and knowledge of Uganda business and economic environment, preferred. Demonstrated experience in training and capacity building of financial services providers with excellent knowledge of USAID rules and reguiations. Strong interpersonal skills to effectively interact with local counterparts, grantees, USAID, international donors, private sector partners, and other key stakeholders. Professional proficiency in English is required, and proficiency in local languages is preferred

7. Accountant (Moroto)

The Accountant is a key member of the Project’s team. S/he will play a pivotal role in assuring adherence to financial policies, project policies and procedures, regulations, controls, and reporting systems. The Accountant will provide accounting and financial analysis support to the project office and will ensure submission of financial reports based on internal deadlines.

The Accountant will provide support on the preparation and monitoring of the project’s budget.

The Accountant will also provide analysis and recommendations to optimize spending and resource allocation to meet project objectives. This position will ensure compliance of all accounting and financial reporting functions. Responsible for recording costs and day-to

-day general accounting, accounts receivable/payable, payroll, risk management, managing partner relationships, assuring all backup documentation is audit-ready, and troubleshooting accounting issues. The individual is also responsible for cash flow analyses, and the overall financial well-being of the project. This position will work collaboratively with local and home office staff but will report to the Finance Manager.

Job Requirements: Degree in Accounting, Finance, Business Administration or equivalent. An advanced degree or its equivalent is preferred. 7+ years of relevant experience and progressive responsibility in finance and accounting, office administration, and project operations at the mid-level of an organization. Minimum 2 years’ experience managing USAID funded projects including a demonstrated understanding of applicable finance-related USG contracting regulations. Accuracy in working with large amounts of data and experience with enterprise accounting software, and Microsoft office suite. Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.) and prior work experience in Uganda

8. Construction Officer (Moroto)

The Construction Officer will support WFS Activity’s infrastructure activities, including coordinating logistics, monitoring quality and compliance, managing costs, and ensuring safety regulations as per the USAID-approved Construction Implementation Plan and USAID rules and regulations. S/he will provide key administrative support to the Climate Resilient Infrastructure (CRI) Lead to plan, track, and coordinate logistics for infrastructure activities, and maintain meticulous files and organization. The construction officer will be assigned to three of the WES Activity offices in Moroto, Soroti and Kotido.

Job Requirements: Minimum of 7 years of relevant professional experience and a bachelor’s degree in civil, Environmental or Agricultural Engineering or related field. Knowledge of AutoCAD Civil 3D, GIS will be a plus. Prior experience in USAID or donor-funded water-relatea programs in Uganda is preferred. Basic Knowledge of Construction Project management is desirable. Professional proficiency in English is required, and proficiency in local languages is preferred. Membership to the Uganda (UIPE) will be a plus.

9. Operations Officer (Moroto, Kotido, Soroti & Kapchorwa)

The Operations Officer will provide a direct support to the Operations Manager in ensuring day-to-day office management and administration with high level of efficiency. S/he will collaborate and seek technical guidance from the Operations Manager and the Programs team to ensure the project needs are taken into account throughout the execution of the daily operational roles in the Catchment area/office. S/he will directly support in office procurement, office management, administration, logistics and fleet management for the Catchment office/region.

Job Requirements: Bachelor’s degree in business administration, management, logistics and procurement, or any related field. Minimum of 6 years relevant experience in general office operations management with a good blend of procurement, logistics, administration, or related area. Prior experience in USAID project operations management is desired.

10. Procurement Officer (Moroto)

The Procurement Officer will provide support to the Procurement Manager and ensure all paperwork is accounted for and stored in the proper places. He/she will document procurements from start to finish, ensuring that the processes are competitive, free, and transparent. He/she will collaborate with technical teams to ensure the project’s needs are taken into account throughout the procurement process

Job Requirements: Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related area with a minimum of 6 years relevant experience in procurement, logistics function in a busy similar organization. Prior experience in USAID project procurement systems a preferred. Professional proficiency in English is and local languages is preferred. Membership to CIPS, IPPU or CILT is desired.

11. Grants Officer (Soroti, Kotido & Kapchorwa)

The Grants Officer is a member of the contracts and grants management team and is responsible for effectively managing and administering a sizable and complex array of grants. The Grants Officer administers the grantee selection process in full compliance with USAID and DAI rules and regulations, leads in the provision of technical and administrative support in building capacity of local subigrantees to effectively manage grants and oversees implementation of grant awards.

Job Requirements: Bachelor’s degree in business administration, commerce, or related field with a minimum of 6 years relevant experience in contracts and grants management. Prior experience in USAID project grants is a preferred.

Professional proficiency in English is required, and proficiency. in local languages is preferred. Candidate must have a demonstrated knowledge in internal controls.

12. Monitoring, Evaluation & Learning Officer (Kotido, Kapchorwa & Soroti)

The Monitoring, Evaluation, and Learning (MEL) Officer will directly support the MEL Manager in development and implementation of all project MEL initiatives and activities.

Job Requirements: Bachelor’s degree in statistics, economics, or other relevant fields plus a minimum of 6 years of relevant experience in similar role. Prior experience in USAID project Monitoring and Evaluation processes is a plus. Professional proficiency in English is required, and proficiency in local languages is preferred. Knowledge of research methods.

13. Project Driver (Moroto, Kotido, Kapchorwa & Soroti)

The Project Driver supports the project teams with driving and maintenance of assigned project vehicles, coordinating transportation schedules and generally moving to the frontline locations of work. The position requires completing information both on paper and computer and will report to the Operations Manager.

Job Requirements: A minimum qualification of UCE certificate is required with a minimum of 2 years of work experience in driving and logistics, preferably on a USAID project or other donor-funded projects in Uganda. Experience driving within different regions across Uganda and especially the region of application is required. Valid public driver’s license from class B and above with a clean driving record. Willingness to travel frequently within the country.

Experienced in driving in difficult terrains. Able to maintain good working relationships with team members while retaining high levels of confidentiality and discretion. Good sense of geography, locations, and directions in the region of application. Capable of communicating verbally in fluent English.
