Instruction (TI) for foundational skills, a learner-centric pedagogy that reorganizes math and
reading instruction based on children’s actual learning levels, rather than on the prescribed grade-
level syllabus.
BIU as a consortium partner of the TLC Activity, seeks to implement a cost-effective, sustainable,
and impactful programming, centered around evidence-based early childhood education for pre-
primary years, in order to significantly improve foundational skills and school readiness for
Ugandan primary students using a Community Based Early Childhood Education (CBECE) model,

Job Title: Early Childhood Education (ECE) Lead – 1 Position
Reports to: Project Director
Location: Kampala Uganda
Job Summary
The Early Childhood Education (ECE) Lead will ensure quality delivery of BIU’s CBECE model
of the TLC program. S/he will be responsible for providing technical leadership on the ECE
program interventions and providing oversight of the Activity’s ECE technical staff and OVC
partners implementing ECE interventions. The ECE Lead will collaborate with all other
Consortium partners to ensure smooth and effective transition of learners from pre-primary into
primary school. The ECE Lead will report directly to the BIU TLC Project Director and assist in
overall project leadership and liaise with the District Local Governments, other key Education
stakeholders and the school communities. S/he will supervise the TLC program staff.
Key Result Areas and Specific Responsibilities and Duties:
Program Development and Implementation
• Provide technical guidance to BIU’s TLC ECE interventions and engage with the consortium partners
to ensure the strategic development and delivery of quality ECE programming.
• Identify challenges and opportunities to increase access to high-quality ECE programming for
marginalized groups and enhance referral pathways for successful transition of children to
primary school.
• Participate in the development of project annual, quarterly, monthly and weekly work plans and
scheduling of CBECE capacity building activities at regional level.
• Review project work plans, designing activities that target learners and caregivers, including Learning
through Play (LtP) age- and developmentally-appropriate activities, and activities that are responsive to
and target marginalized children.
• Support the development of CBECE budgets and maintain high standards of stewardship and
accountability for all project resources.
• Provide mentorship, support supervision and coaching of OVC partners and Project staff to enable them
spearhead delivery of the CBECE model to beneficiary households and ECE centers.
• Support and work with TLC consortium and OVC partners to ensure harmonized planning and
implementation of activities in regions to achieve project goals.
Training and development
• Support identification of training needs of project staff, Local Government and OVC partners in CBECE
including LtP methodologies.
• Strengthen the capacity of staff, partners, and stakeholders to integrate gender equity, social and
emotional learning and other social inclusion considerations into intervention design, implementation,
and monitoring and evaluation.
• Lead the development of CBECE training plans and coordinate the training with regional staff and
consortium partners.
Representation, Networking and Advocacy
• Collaborate with all relevant District Local Government stakeholders, sub-counties and communities,
for systems strengthening, advocacy and community engagement
• Maintain communication, share lessons learned and best practices from the project among program staff
and various stakeholders.
• Facilitate and strengthen linkages and coordination between ECE and various child protection service
providers both formal and non-formal to ensure comprehensive service delivery to beneficiary
vulnerable households
• Represent BIU in technical meetings, events and other collaborative activities relevant to ECE and TLC
project.
• Represent and promote program interventions in district, Sub County and other local partner agencies.
Project monitoring and documentation
• Support the project’s monitoring, evaluation and learning processes and use data to assess and address
potential challenges and opportunities within BIU’s ECE strategy.
• Periodically follow up with project teams on implementation of planned and approved activities.
• Conduct site visits and spot checks to Regional teams, OVC partners, ECE centers and beneficiary
households to monitor implementation.
• Take lead in technical development and compilation of Regional specific project reports for timely
submission to Project Director
• Oversee the documentation including electronic and non-electronic filing and storage of data on CBECE.
• Document CBECE best practices for sharing across program teams and with other education partners
and District Local Governments.
Required Qualifications and Experience
• A minimum of a Bachelor’s degree or equivalent in early childhood education, education, social
work, Community Psychology, or a closely related field, is required. Master’s degree or
equivalent is an added advantage.
• At least 8-10 years of consecutive proven work experience in developing community
engagement strategies and approaches, ECE/ECD programming and providing technical
assistance, guidance and coaching to implementing staff and partners. USAID experience
preferred.
• Demonstrated experience in developing, managing and monitoring high-quality ECE
programming for marginalized groups, particularly in community-based early childhood
settings, and home-based (parenting) settings.
• Proven experience in Learning through Play methodologies is an asset.

Job Title: Finance & Grants Manager
Reports to: Director of Finance & Operations

JOB PURPOSE
The Finance & Grants Manager is responsible for ensuring that the TLC project functions
efficiently and effectively in all financial, administrative, grants, procurement and operational
matters while complying with BIU and the prime’s policies and procedures and donor regulations.
This includes empowering and supporting the Finance and Programs team to regularly track and
identify BIU TLC budget and spending priorities using sound financial principles. The Finance &
Grants Manager will lead the management of the project sub awards and logistics including travel,
equipment and fleet. S/he will support the BIU Director of Finance & Operations in developing
the project’s financial and operational plans and will be responsible for ensuring and monitoring
delivery against the agreed financial targets. This role will be supervised by the BIU Finance and
Operations Director with an indirect reporting line to the BIU TLC Project Director. S/he will
supervise the project’s finance and operations staff.

The MEL Manager will be responsible for coordinating the development and implementation of
BIU TLC project’s performance monitoring plan, including performance-monitoring criteria and
ensuring continuous monitoring of activity progress in accordance with TLC’s PMP. S/he will
work closely with the MEL Officers and program staff to ensure timely collection, entry,
processing, documentation, and dissemination of all data and information relevant to Project. The
MEL Manager will support regional programs team to identify problems and their causes, and
improve overall project performance, while supervising supervise project knowledge management
and regional MEL staff. S/he will be responsible for reviewing and ensuring the harmonization of
data collection methodologies and data analysis for quantitative and qualitative indicators that are
in the TLC project AMELP. The role involves maintaining of the project database and also train
other staff on how to use the databases. Excellent analysis, report writing and editing skills are
required for this position. The MEL Manager will report to BIU TLC Project Director.
Key Job Responsibilities and Duties:
• Responsible for ensuring timely, high-quality data collection, entry, analysis, and reporting by Regional
MEL teams and sub partners.
• Manage the documentation including electronic and non-electronic filing and storage of BIU TLC data
• Provide training, assistance, and consultation, as needed, to TLC project on interpreting and using
performance benchmarking measures, indicators, and reports, including ensuring alignment to BIU’s
MEL framework
• Determine MEL functional responsibilities within the project team and data management

• Serve as BIU’s MEL focal point in the TLC consortium and devise strategies with the technical and

The TLC Regional Coordinators will provide regional leadership and manage the day-to-day
oversight of the activities in the region both administrative and technical related to BIU TLC
project. The Regional Coordinator will ensure that the BIU/TLC resources, sub partner, Local
Governments, community structures, and targeted families are coordinated effectively and
efficiently in the delivery of BIU TLC project activities. S/he will be responsible for supporting
the direct implementation in the region in terms of developing a culture of learning, a team
environment, and cultivating key external relationships with District Local Governments, TLC
consortium partners and other child wellbeing focused CSOs in the region. The Regional
Coordinator will work closely with the ECE Lead, MEL Manager and Finance and Grants Manager
to ensure adherence to BIU and TLC standards and procedures. S/he will ensure
bottlenecks/challenges to achieving TLC service delivery targets are resolved across region
leading to increased enrolment of 3-5year olds primary school with pre literacy and numeracy
skills. The Regional Coordinator will oversee the regional programs and finance teams.

physical data on forms/tools, and perform data analysis to inform ECE service delivery in the
region. The MEL Officer will support the reviewing and ensuring the harmonization of data

day-to-day TLC ECE field activities in the targeted districts. S/he will provide technical and
administrative support to the Community structures and ECE centers working with TLC to ensure
effective and efficient delivery of services to the target beneficiaries, while stimulating learning,
team environment and external relationships at the district, sub-county and community level.
Working with the OVC partner, the DPO will address bottlenecks/challenges affecting the
achievements of TLC ECE service delivery targets across the target districts leading to increased
enrolment of 3-5year olds into primary school with pre literacy and numeracy skills. S/he will
work closely with the Regional Coordinator, MEL Officer and Finance and Operations Assistant
to ensure adherence to BIU and TLC standards and procedures. The DPO will report to the
Regional Coordinator.

• Lead BIU TLC project implementation, monitoring, reporting, developing and maintaining

Job Summary
Under the general supervision of the Director Finance & operations, the Accounts will assist in instituting
accounting controls, recording and reporting of assets, liabilities and income and the monitoring of
disbursements of donor funds in support of the program.

Required Qualifications, Skills and Experience
• A degree in Business Administration with accounting/finance major from a recognized
institution, or related field; a professional accounting qualification will be an added advantage
• At least 6 years of increasingly responsible experience in Financial Management.
• Vast experience finance and accounting work with a reputable international NGO.
• Experience in using QuickBooks
• High level of attention to detail, ability to multi-task and work well under pressure
• Strong analytical and inter-personal skills

Job Title: Finance & Operations Assistant (2 positions)
Reports to: Regional Coordinator

Job Summary:
The Finance & Operations Assistant will provide administrative and financial support to the
Regional Office to enable the effective and efficient implementation of the project. S/he will
coordination and control general administrative support and logistical activities of the Regional
office, and manage petty cash, payments, office cleanliness, office security and staff welfare. In
addition, s/he will demonstrate a client-oriented approach, high sense of responsibility, courtesy,
and the ability to work with people of different backgrounds.
Key Job Responsibilities and Duties:
• Receiving and welcoming visitors at the Office and attending to them appropriately; receives
applications, invoices, and any other documents as may be delivered and distributing them to
specific individual
• Photocopying and ensuring a proper filing system at the office; Set up and update project and
administrative files.
• Supervise the proper maintenance of office premises and surrounding environment to ensure
its cleanliness and good state of repair at all times.
• Ensure office security and all staff safety procedures are in place, adhered to and report any
deviations to your supervisor for corrective action.
• Handle Regional Office imprest and ensure timely payments, reconciliation and replenishment
• Ensure timely payment of all received utilities e.g. water, electricity place requestsfor payment
• Manage and coordinate all events ensuring quality service levels for staff welfaresuch as break teas,
staff parties and get-togethers.
• Ensure the set-up of an accessible filling system for both administrative andprogram
documentation and update project and administrative files.
• Ensures timely and proper set-up of meeting/Boardroom venues for meetings
• Assist in making follow-ups for staff medical cards and addition to other insurance schemes
by providing updated staff information on a regular basis.

• Assemble documentation for all local procurement activity for Supervisoryreview and onward

• Lead BIU TLC project implementation, monitoring, reporting, developing and maintaining
partnerships to meet TLC ECE objectives in the
• Ensures that vehicle policy guidelines are effectively followed by both staff, internal and
outsourced drivers.
• Manage and coordinate all staff travel arrangement including booking for staff accommodation
in the Region and in Kampala
• Participate in the planning for regional program activities and advise on best practice for
initiation of procurement requirements
• Manage the periodic projection, requisitioning, delivery inventorying and issueof office stationery
and kitchen supplies.
• Maintain a stores ledger of all stock, carrying out periodic monthly stock-counts,reconciliations and
filing reports with the Finance Officer.
• Conduct periodic monthly-quarterly asset verifications, update Regional assetsregister and file
a copy with the Finance Officer and Head Office in Kampala
Required Qualifications and Experience
• A bachelor’s degree/Diploma in Business Administration, Human Resource, Accounting, and
Commerce or any other related finance and administration relevant studies.
• At least 3 years of administrative/program support experience, particularly on donor-funded projects.
Any experience with USAID funded projects is an added advantage.
• Familiarity with organizational and donor project management policies, procedures and requirement is
essential.
Specific Knowledge, Skills and abilities Require;
• Strong ability to quickly assemble knowledge of program management.
• Strong interpersonal skills and ability to work in teams.
• Good computer literacy (Microsoft office package).
• Experience in preparation and presentation of reports and meeting minutes.
Job Title: Driver (2 positions)
Reports to: Operations Officer
Location: Jinja and Lira Uganda (indicate your preferred duty station)
Job Summary
The Driver will be responsible for driving and maintenance of Project motor vehicles and ensuring
the safety and security of authorized passengers, cargo, equipment, and tools on board in line with
BIU policy and the traffic laws and regulations of Uganda. Also perform minor mechanical tasks.
Key Job responsibilities and duties
Transportation & Safety
• Transport BIU staff and visitors as instructed.
• Ensure safety of passengers & luggage at all times.
• Observe speed limits and all BIU travel guidelines.
• Ensure use of seat belts at all times.
• Ensure proper communication procedures
Vehicle Maintenance
• Maintain vehicles allocated in sound mechanical condition.
• Ensure washing & general cleaning of vehicles is maintained.
• Ensure that vehicles are fueled and serviced promptly.
• Report any faults/breakdowns & accidents immediately to the Procurement Officer
• Ensure First Aid Kits are complete and spare & tools are in allocated vehicle.
• Ensure that vehicle tools are always kept in allocated vehicle.
Record Keeping
• Ensure that all vehicles have log sheets and pens.
• Maintain accurate vehicle records to ensure that all trips, fuel fill-ups, time and mileage readings are recorded.
• Ensure fuel fill ups entry is made in the log sheet timely,
• Ensure vehicle request forms are filled and submitted for travel allocation to Procurement Officer
• Submit all vehicle log sheets on a monthly basis to the Procurement Officer
• Ensure to check vehicle on daily basis and submit check list report to Procurement Officer
• Submit field trip report after every trip to the Procurement Officer
• Submit vehicle repair reports to the Procurement Officer every time before and after repairs
• Delivering and receiving mail
• Prompt delivery of all mail and maintain record on delivery book, inclusive of cheques and
equipment.
• Check in post office for mail on a regular basis.
• Receive mail from partners and sub-offices and hand it over to the Procurement Officer.
• Check on vehicle comprehensive and 3rd party insurance
• Ensure that vehicle comprehensive and 3rd party insurance are valid.
• Inform Operations Officer 3 weeks in advance of renewals
Mechanical activities
• Perform minor repairs as required and recommend major cases to the garage.
• Road test and certify all vehicles from the garages.
• Any other duties assigned by the Procurement Officer
Qualifications, Experience, Skills and Abilities
• A minimum qualification of Uganda Certificate in Education (O-Level)
• Extensive knowledge of the Ugandan highway code
• Thorough understanding of the Geographical area of assignment
• English Language proficiency
• Flexibility and willingness to adjust to changing responsibilities.
• Certificates/Licenses: Class B, CM, and DL Driver’s License.
• At least 5 years of driving experience and Mechanical experience, driving in a reputable firm,
public body, or NGO as an added advantage
