3. Project Description
The Sustaining Community Actions for Livelihood Enhancement (SCALE) in Turkana central sub-
seeks to strengthen livelihoods and improve food security for women, girls, and other
vulnerable members of pastoral community households most affected by climate-related
shocks by enhancing climate-resilient agricultural and pastoral livelihoods, promoting
alternative off-farm enterprises, including value addition, marketing and village savings and
loans schemes while also enhancing decision-making and leadership abilities and opportunities
for women and other vulnerable groups both at household and community levels.
4. Scope of Work
The overall scope of work for the Project Assistant- Gender and M&E encompasses promoting
and enhancing community level participation, decision-making ability, and empowerment of
women in the local livelihoods and food security systems, increasing the voices and confidence
of women to participate meaningfully in the design, implementation, and evaluation of
programs, creating awareness on sexual and gender-based violence, including response and
prevention, among women, men, girls, and boys at the household and community level, as well
as general awareness raising on gender equality in the different livelihood options.
5. Specific Tasks (Project level)
Gender Related Tasks
i. Conducting Rapid Gender Analysis (RGA) so as to gather essential information about
gender dynamics and different needs, priorities, and opportunities that exist among
different groups within the target project area.
ii. Develop of project level gender equality action plan and strategy ensuring that all project
interventions are focused on increasing knowledge and capacity of women, girls, and
other vulnerable groups to be actively involved in, have direct access to, and control over
project supported livelihood interventions and the associated benefits; including
climate-resilient livelihoods (on-farm, off-farm and pastoral), access to inputs/resources,
community structures and productive assets.
iii. Conducting locally-appropriate gender-equality training and awareness raising including
training for women and other vulnerable groups on Leadership skills.
iv. Support development and implementation of community-led gender awareness action
plan including development and training of a network of gender champions to support
gender awareness at community level.
v. Ensure establishment and functionality of Gender equitable community-level project
management and advisory committees.
vi. Mapping of Gender-Based Violence (GBV) Referral pathways, including GBV response
services available in the local community, the process for referring survivors to these
services, and gaps which currently exist in the referral system, designing and
implementing a multi-stakeholder support plan to fill the identified gaps
vii. Define and communicating the Referral Pathway and/or GBV Response Process
(including development of appropriate messaging on GBV response services to be
shared with the larger community
viii. Ensuring Locally-appropriate GBV risk mitigation system is established and functioning
in each project location
Project MEAL Tasks
ix. Work in collaboration with the Project Officer in the preparation and revision of project
implementation plans including DIPs, Annual and Quarterly Work Plans – with specific
technical contributions to gender, communications, monitoring evaluation,
accountability and learning activities.
x. Assist the PO in development, review and actualization of the Project Performance
Monitoring Framework (PMF) and tracking project performance by regularly updating
the Indicator Performance Tracking Table (IPTT).
xi. Ensuring that data and information generated through the implementation including
gender-related interventions are collected as part of project monitoring activities.
xii. Assist PO the in-writing project progress reports highlighting achievements, challenges,
gender mainstreaming process (extent) and the next steps
xiii. Assist the PO in the drafting of Interim Project Progress Reports and Annual Project
Reports, technical and status reports for sharing with the donor, partners and other
stakeholders as may be relevant.
xiv. Provide hands-on support to community project advisory and monitoring committees
and other stakeholders in the areas of project management and planning,
implementation and monitoring of activities, as well as impact assessment.
xv. Working with project participants and partners in establishing relevant, systematic and
regular data capturing and tracking for monthly, quarterly and annual reporting and in
particular ensure that gender makers included in the PMF and are also captured

xvi. Together with the Project Officer, identify the opportunities and avenues for the
development of technical publications, Success stories and other learning products
xvii. Provide support in project communication, to ensure that all stakeholders are informed
on an on-going basis about the project’s objectives and activities; overall project
progress; and the opportunities for involvement in various aspects of the project’s
implementation.
xviii. Formulate, implement and update the organizational level equality strategy and gender
mainstreaming plan, including coordinating training for staff and other stakeholders on
gender and gender equality.
xix. Perform other duty as deemed relevant to the assignment and advancement of the
project objective by the supervisor
6. Desired Competencies and Minimum Qualifications
Education University degree in Development Studies, equivalent or relevant field; – with
additional training in gender and development, project management, and/or
communications.
Experience At least three (1) year experience in project
implementation/management, with a focus on gender
Experience and/or demonstrated skills in assessing and addressing
gender-related issues in rural communities in Kenya (particularly among
the pastoralists in ASAL counties, such as Turkana).
Competencies Proven ability to plan, organize and effectively implement activities.
Proven experience in participatory processes and in facilitating dialogue
among and between communities, partners and stakeholders

Strong communication and advocacy skills.
Excellent written, oral and interpersonal skills.
Fluency in written and spoken English and Kiswahili (knowledge of the
local Turkana Language will be an added advantage).
Willingness to undertake fieldwork in and/or travel to remote areas of
Turkana County
