POSITION: Manager – Data Analyst – Program Monitoring
LOCATION: Mbarara, Uganda

Job Description
The Data Officer works under the Analytics Unit within the PEAL department. The Data Officer is crucial for ec research, data analysis, and program evaluation. He/She will manage data, run economic models, prepare reports, and provide insights for decision-making. This role involves collaborating with both the internal and external stakeholders to enhance and improve program effectiveness and measure impact.
Roles & Responsibilities
Program Monitoring (70%)
- Design, develop, and update data collection and aggregation pipelines for Program Monitoring Reporting.
- Prepare and develop comprehensive quarterly Master Scorecard reports and dashboards.
- Conduct data quality checks to ensure the submitted reports meet RTV’s set data standards.
- Support in the training of the Data Collectors on data collection methods and best practices.
- Analyze the program output/outcome reports.
- Prepare reports showing the overview and outreach of the RTV activities.
- Engage with stakeholders to share findings and contribute to discussions on key issues from the report
Support & Collaboration (20%)
- Support in training of the PAs/POs and the Data Collectors for AHS/SE’s surveys.
- Participate in the preparation of evaluation values and deep dive analysis for the impact report.
- Support in the data analysis for the different data requests for donor reporting.
- Act as a liaison between program monitoring and other units or departments within RTV.
- Support in the implementation of the strategic work plan for program monitoring activities.
- Support the development and updating of data collection training manuals.
- Provide end of program activities reports with other key stakeholders upon request.
Research (10%)
- Conduct economic research and analyze trends to inform program interventions.
- Conduct research on the best M&E tool and practices for integration in RTV M&E processes
- Utilize econometric techniques and statistical analysis to interpret data and provide technical guidance.
- Support the organization in staying current on developments in economics and data analysis trends to identify innovation opportunities.
Requirements and Experience
Qualifications & Skills
- Bachelor’s degree in any Statistics related course such as Statistics, Economics, Quantitative Economics,, Mathematics, or any related field.
- At least 3 years of experience in data management, analysis, program monitoring or evaluation and reporting.
- Proficiency in statistical software and tools such as R, Python, STATA, Alteryx and MS Excel.
- Data visualization skills in PowerBI, Tableau, Shiny, etc, is an added advantage.
- Strong analytical and problem-solving skills with a focus on results-oriented thinking.
- Excellent interpersonal and communication skills, with the ability to present complex concepts clearly.
- Experience in data lifecycle management, including collection, analysis, and reporting.
- Ability to work effectively with changing priorities and competing deadlines.
- Experience in participatory research and working with rural communities is advantageous.
