Summary: U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Safety Program Coordinator in the Facilities Section.

The work schedule for this position is:

• Full Time, 40 hours per week

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: Yes, directly supervises two POSHO Assistant position(s), Pest Technician, and Pool Technician. Provides direct oversight of maintenance and safety contractors working on maintenance and safety projects.

Duties:  Incumbent serves as the Post Occupational Safety and Health Officer (POSHO) assistant (senior level) with responsibility for assisting the POSHO in carrying out the day-to-day functions of the Office of Safety Health and Environmental Management (SHEM) and Office of Fire Protection (FIRE) programs at post as required by 15 FAM. Directly inspects and evaluates all government owned, newly leased, and existing properties to ensure they meet SHEM and FIRE requirements. Conducts numerous safety surveys, prepares reports and conducts follow up inspections to ensure compliance. Individual maintains a statistical database and hazardous materials inventory. Acts as the post fire warden and organizes or assists post fire marshal in executing fire drills, investigates, and reports fire related occurrences to Washington. Corrects all infractions found by OBO/SHEM, OBO/FIRE, Annual Inspection Summary (15 FAM), and other investigations. Serves as a COR for safety related contracts.

Qualifications and Evaluations

EDUCATION: Bachelor’s degree in safety and health, engineering, architecture, or facilities management.

Requirements:

EXPERIENCE: Four years of experience in the maintenance or construction field performing repair work or in the field of occupational safety working as a construction supervisor or quality control assurance inspector or Post Occupational Safety and Health Officer (POSHO) assistant.

JOB KNOWLEDGE: A good understanding of local occupational safety and health regulations. Knowledge of local construction policies and local labor laws. Specialized knowledge of occupational safety and health standards, safety regulations, industry safety practices, accident prevention techniques, methods of assessing safety hazards and controls, safety implementation techniques and industry best practices to minimize hazards. Knowledge of investigative techniques for conducting investigations for all types of mishaps including accident investigations.

Evaluations: (This may be tested)

LANGUAGE: Fluent English Reading/Writing/Speaking, may include the ability to translate.

SKILLS AND ABILITIES: Good working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook) and database management, spreadsheets, etc. Must possess excellent written and oral skills to conduct training and drafting of materials and reports in the performance of duties, Mathematical skills to analyze safety related data and a basic understanding of statistics for analyzing trends is required.
